    Appeals are not funny.

    Open the FIDE Arbiters' Manual and read page 18:
    "If an arbiter observes a violation of Article 4 he must always intervene immediately. He should not wait for a claim to be submitted by a player."

    The appeal:
    "The applicant claimed that the arbiter didn’t interfere when his opponent used his two hands to castle in the Armageddon game and also when his opponent touched one piece but moved another piece during the game in violation to article 4 of FIDE Laws of chess."

      At the speed at which this game has been played, the arbiter intervention would have occurred at best after Black's next move. At this moment, a white move and a black move have been played and the violation can no longer be punished.

      If the game has been played slowly, the arbiter should have intervene. After White has touched a piece with the intention of moving it, which was done in less then a second, it is no longer possible to take any action against the violation. For obvious reasons, chess arbiters do not carry a whistle that can be blown to immediately interrupt the game. In a normal tournament setting, everybody would be disturbed an nobody could be sure that the whistle concerns his game.
