Reports on Twitter that Kirsan has resigned as president of FIDE.
This is also posted on FIDE website:

    http://www.fide.com/component/conten...president.html

"At the end of the Board meeting held in Athens, Greece on the 26th March 2017, Mr Kirsan Ilyumzhinov announced his resignation from the position of FIDE President. The Presidential Board has been formally advised of this announcement and an extraordinary board meeting has been called in April."

The U.S. recently sent an open letter to FIDE with some strong complaints about the way the World Championship in New York was handled (and the recent Women's Championship...) so perhaps this is no surprise. I suspect FIDE will be in turmoil (even more than usual) for a while.

Let's hope they don't celebrate April 1 on March 26 in that part of the world. :-)

I think EVERY day is Fool's Day at FIDE ... as is the case with people who are hoping that Trump might be impeached,
you have to stop and consider the consequences.
I think some of Kirsan's buddies at the top might actually be worse if they took over his position...

Kerry, your link gives "Error 404". Did Chessbase retract their "attempted coup" page?

Maybe this will work if Chesstalk doesn't mangle it?

Ilyumzhinov resigns as President of FIDE

                          March 27, 2017

I tried to translate the interview in chess-new.ru today. It is imperfect. One gets the sense that Kirsan emotionally talked about resigning after a meeting of the presidential council and he was taken at his word!

                          From chess-news.ru

Kirsan Ilyumzhinov: "Yes, if you want to - take away this chair it is, honey smeared?"

                          Monday, 27/03/2017 18:58

E.SUROV: Kirsan Nikolaevich, hello! What happened out there today, can you explain it?

Ilyumzhinov: Maybe someone is indulging in wishful thinking. They want me to resign. But I did not sign any papers on this subject. I am serving as president of FIDE. The next elections will be in September 2018, we will take a look. Whether I pull out or try to extend my term - I can not say more half a year ahead.

But due to the fact that the November 25, 2015, I was included in the US Treasury sanctions list, some members of the FIDE, the Chess Federation of America, for example, wrote a letter, wanting me to resign. But I think this is a political case that the sanctions list on which I was included was because of my social activities. I work with lawyers, in contact with the Ministry of Finance of the United States of America. So I say: first, we shall have an understanding with the US Treasury, I'll ask them to apologize for something that was illegally included in the sanctions list. You know, I answered all their questions, was in the US Embassy, met with the staff there and in the US, and came from London. Responded to more than two hundred questions, and gave all the copies of passports, wrote a letter to FBI Director, the Director of the CIA; I was ready to come to the United States to take a lie detector test. Somehow they denied this. I bought a "Delta" airline ticket in August last year. I wanted to visit the US Treasury and the FBI, but I was not allowed on the plane. My passport is still lying at the American Embassy. I do not understand - closed the visa or not closed, but the consul said, that is in pending. Now waiting for the issue will be resolved. Sanctions list - here's the thing. Around that everything revolves-spins.

And yet - the elections are nearing. In September of the following year they will take place. I have been asked: Will I take the nomination or not? The answer is: too early. I work out long-range plans! I do not want to live from FIDE election to election.

There is work, it is necessary to perform, and the delegates will vote at the Congress for the one whose program is like.

E.SUROV: So if I understand correctly that your resignation initiative comes from the American Federation?

Ilyumzhinov: Yes, they've even officially sent a paper to the presidential council. Similarly, Short, British federation.

E.SUROV: A website of FIDE hardly belongs to the American or British Federation. That's where someone placed the announcement of your resignation.

Ilyumzhinov: Well, there is someone ... Director posted information that was discussed after the presidential council. The meeting had already been closed, after which there was a discussion. And yes. A signed statement by me that, well, yes, I'm thinking of retirement, let's talk about it ... There is for this purely formal procedure. The conversation was emotional. I said that I do not understand – 22 years I have worked for chess and FIDE; About a hundred million dollars were spent, the chess palace was built not only in Kalmykia, but in many countries - in Ashgabat, Tashkent, in Armenia, in the Emirates ... I said, why are there such thoughts? Let's meet and talk through a year and a half.

E.SUROV: Kirsan Nikolaevich, but still within FIDE there is treason? After all, where does this this information come from?

Ilyumzhinov: how many years have you known me, Eugene?

E.SUROV: I can’t even remember. Personally, we’ve known each other for more than a dozen years.

Ilyumzhinov: Here you have repeatedly interviewed me, and in general in 22 years as president of FIDE I had a lot of opponents - I have fought against Kasparov, Karpov, Bessel Kok, - and have I even said one bad word said against them? No ... I don’t want that. I know everything that's going on out there but time will judge us in the end.

E.SUROV: In the near future, what do your supporters have to worry about?

Ilyumzhinov: I do not worry... This is how things have gone: in 1993, 1995, when Kasparov left FIDE, the PCA was formed - always some intrigue going. I say: play chess! Join the chess world - Kramnik won against Topalov. It would seem that, you should just play on. But there is always some intrigue around the post. I say: if you want to, take this chair! Is it smeared with honey? Do I get money here? Image? You spend your health, money, time, to circle the globe to 50-60-70 countries ... in this month already I have visited eight to ten of them. All the work, and people are still dissatisfied with something.

                          - I have seen chess games where a resignation was misinterpreted. But a presidency?

                          - FIDE chess prez Kirsan Ilyumzhinov has resigned - or has he? He says not. Did he sign the scoresheet?

                          - Saying "I resign" during a meeting doesn't always mean much

Ilyumzhinov resigns as President of FIDE

                            March 28, 2017

I remember in the very early days of my employment when a very unpopular driver, during an argument, said that he would resign if he didn’t get the concessions he wanted. He thought he had his manager over a barrel but that individual quite gleefully filled out the papers for a resignation (without the resigner’s signature) and two weeks later the driver was out of a job. His ploy had failed.

Fast forward to a similar situation. FIDE had a presidential board meeting in Athens 25-26 March, 2017

The brief report of the meeting is given at:

                            https://www.fide.com/component/conte...r-fide-pb.html

If you examine the decisions, you will see that replying to the USCF letter is first, and then the troubles with Iran in getting the money for the Women’s World Championship and then a statement of Agon’s arrears. All involved Kirsan.

During the emotional discussions, did Kirsan use the same ploy as my driver?

This letter on the FIDE site this morning:

                            http://www.fide.com/component/conten...ide-reply.html

                            FIDE
                            Athens, 28, March 2017

                            Mr. Kirsan Ilyumzhinov
                            President

                            Dear Kirsan

Thank you for your letter of 27th March.

During the Presidential Board Meeting in Athens, you several times threatened to resign and at the end of the meeting three times you repeated “I resign” before leaving the room.

At the request of board members, an Extraordinary Presidential Board meeting has been called on 10th April to discuss this issue.

                            Yours sincerely,

                            Nigel Freeman
                            Executive Director

This in reply to a letter from Kirsan the day before saying in part: I have not submitted any official requests for my resignation and do not intend to.
                            ______

Ah, Kirsan, neither did my truck driver

I am still checking Roberts' Rules of Order for a definitive answer, but I believe pursuant to the Beetlejuice Protocol, if Kirsan Ilyumzhinov did state "I resign" three times in a row, it is binding.

Interestingly, the same protocol will result in him being quietly re-appointed President if anyone were to repeat his name three times in a row quickly (admittedly not a super easy thing to do correctly), which is what I suspect occurred following FIDE's statement in 2015 that Mr. Ilyumzhinov would have no further business, legal, or financial involvement with FIDE’s affairs.
