    Can someone explain to me how a player with no rating "qualifies" for this event?

    Most qualifiers use quick ratings and fast time controls in order to fit a qualifier into a day or even a half day. A player who scores 50% in his first tournament, a qualifier, played at a time control faster than Game in 60 minutes could remain unrated on the regular rating system. We can debate the futility of trying to determine qualifications to a national championship using fun time controls like game in 20 or 25 minutes but we are not the only ones who do it. :)

      Let's take the first name on the pre-reg list - Gabriel Adam. He has an active rating of 480 based on 5 games. Those games were played in the "Maccabi CYCC Qualifier grade 1" and he scored 2/5. I thought you needed a 50% score to qualify for the CYCC.
