    Maybe the Republicans are just borrowing from Stalin (to paraphrase): you have a poor sick person with health insurance you have no tax break for the wealthy - no health insurance, no poor sick person, but mucho tax breaks!!!

    The Lifeline program originated in 1984, during the administration of Ronald Reagan; it was expanded in 1996, during the administration of Bill Clinton; and its first cellular provider service (SafeLink Wireless) was launched by TracFone in 2008, during the administration of George W. Bush. All of these milestones were passed prior to the advent of the Obama administration.
    The program -- officially known as the Lifeline Program and run by the Federal Communications Commission -- predates President Obama but received attention during his time in office when recipients began to associate the free phone with other benefits given to the poor, the paper reported.
    As part of the Lifeline program, free cell phones began to be distributed to qualifying low-income recipients in late 2008, prior to the inauguration of President Barack Obama
