My suggestion is to contact the Canadian National Institute for the blind. They should be able to provide some help.

Hi Lee. I think the USCF has a program for the blind, including state and national championships. Maybe you can find something on their website.

Does the student have a special chess set for the blind (with alternate recessed squares, and "plug-in" pieces)? The CNIB (or even FIDE!) might be able to help with that.
