We are wrapping up a couple of CFC-rated tournaments at the Queen's University Chess Club. In view of the upcoming personnel changes with the CFC, I am wondering if it would be appropriate for me to send the rating reports, fees, and membership fees to the CFC's new Stratford address!? I had a Visa card number that they kept on file at the CFC office so I could just ask them to ding my card for the fees, so everything was taken care of via email... That worked well for me....Mike Pence: the Lord of the fly.

So this is how the CFC conducts its business now? On the discussion board of a competitor? Is this how the new ED likes to carry on business? Is there no other way to reach him? I guess this is one of the cost cutting measures to ensure a surplus.

It is business as usual at the CFC.
We just ran an event last weekend (finished Monday). Sent the files in electronically (yes online) and the event was processed on Tuesday and published on the CFC website on Wednesday. You can use SwissSys for free and this helps eliminate errors in memberships and numbrs -- check out the information below for more details.
The main thing is for you the TD to get everything done and submitted within 7 days of the last round of the tournament.

790. FIDE-Rated Events
Events may be rated by FIDE if they meet the following requirements:
a) In a Round-Robin, at least 3 of the players must be rated.
b) In a Swiss or Team event, only games against rated players are counted. If a player meets less than 3 rated opponents in an event, that event will not count towards his rating.
c) Each player must have a minimum of 120 minutes. No more than two rounds per day are allowed.
d) The event must be pre-registered with the CFC office at least four months before the start of the event. The FIDE Events pre-registration form to be sent to the CFC office is here. The crosstable must be sent to the CFC within one week of the completion of the event along with an updated event registration form, and the FIDE rating fee payment.e) The following scheduled FIDE rating fee structure is payable to the CFC provided the event is submitted within 1 week to the CFC office. If the event is submitted to the CFC office after 1 week, then there is a $110 late fee due to the policies of FIDE. [see Motion 2003-05; 02-03GL4, January 2003]
Round Robin & Matches: Category 0 - 3 $55, Category 4 & 5 $110, Category 6 & 7 $165, Category 8 to 10 $220. For higher categories, multiply category by $46.
Swiss Tournaments: Players 1 to 300 = $2.20 per player; Players 301 & up = $1.10 per player. In addition, there is a $100 flat fee per tournament. So, if there are several FIDE rated sections in one tournament, you would still pay $100.
Team Tournaments: Per Team = $33.
FIDE Regulation B.01/8.11 states that "Games played against opponents who do not belong to FIDE-Federations or who belong to Federations which have been temporarily excluded are not included" in the composition of a Title Tournament. Accordingly, the CFC requires that all Canadian players who compete in a FIDE registered event be members in good standing of the CFC.
Upon completion of a FIDE-registered event, the CFC will put the crosstable in the required form and send it along to FIDE. Note that rated in a) and b) means FIDE-rated. FAQ
Q: What happens when the subscription expires?
A: The information is not lost and can be resumed after the entry of another valid registration code.
Q: How often is the CFC Members database updated?
A: Weekly.
Q: What is the advantage of using SwissSys or Swiss Assistant?
A: Find players more easily. See membership status. Automated pairings. Reduce errors. Program generates crosstables for submission to the CFC.
Q: Who can request a free subscription?
A: Tournament directors intending to run a CFC rated tournament.
Q: When should I get the subscription?
A: A couple of weeks before the tournament. We will generally issue a subscription that is good for a month. Large tournaments will be longer. Get set up early for advanced entries and things will go more smoothly.
Q: What should I send the CFC?
A: Two files are required by the CFC. They are XXXX.ctr and XXXX.tms . They are created by the menu item "Utilities" ... "Ratings report for the CFC". They are saved by default in C:\Program Files\SwissSys 8\Events\.

Speaking of the FIDE fees, why doesn't the CFC adopt a system that is closer to the FIDE one? The new FIDE registration fees are quite different. For example: the new FIDE round robin fees are actually higher than the ones that the CFC is charging, while the fees for Swiss events are quite a bit lower. Also, the team tournaments are now charged like Swiss events. In fact I believe that FIDE only charges per FIDE rated participant, rather than all the participants, while CFC seems to charge for everyone. I have been trying to clarify that but no one seems to know for sure.
In Alberta we have been FIDE rating quite a few events, but if the CFC will keep charging us $2.20 per player in every Swiss event that we hold, we may have to curb the number of FIDE rated events.
If anyone has a more clear information on whether FIDE is charging per FIDE rated player or per participant please let me know.
The current FIDE regulations are:
12. Registration Fees for Organization of Tournaments
12.1 Registration fees will be charged every six months to the national federations in whose territories registered international chess competitions are held.
12.2 The registration fee is calculated on the following basis:
Tournaments of an average rating of up to 2300
50 Euro
Tournaments of an average rating of 2301 - 2400
100 Euro
Tournaments of an average rating of 2401 - 2500
150 Euro
Tournaments of an average rating of 2501 - 2600:
200 Euro
Tournaments of an average rating above 2601
300 Euro
Swiss Tournaments: Number of players multiplied by 1 Euro
Team Tournaments: 1 Euro per player, no maximum
Matches: according to category above.
Scheveningen Tournaments: shall be charged as team event.
12.3 The annual tournament registration fees payable by a federation shall be a maximum of 15,000 Euro. Any late report service charges shall be in addition to the maximum.
12.4 A federation that fails to submit a rating report of a registered event in accordance with Title Regulation 1.9, B.01, shall be charged a penalty fee of 70 Euros for each offence, over and above the chargeable rating fee where more than 20% of the reports submitted in a six month period are concerned.
12.5 Tournaments submitted for rating by non-service federations shall be returned to the federation. There will be a delay of three months from the time a federation no longer receives service to the implementation of this regulation.
