        Larry: I would suggest an interlibrary loan and then simply copying the VHS tape. As long as you're not planning to resell it then there should be no problem.

        Since the Winnipeg public library has a copy, which came from an office of the NFB closed during the Mulroney years, perhaps make some inquiries closer to home (where there were other NFB offices) and you may be successful in finding a copy closer than Winnipeg.

        I was told that the Special Services at (204) 986-6489 could help in regard to interlibrary loans.

        BTW, I just signed out the film. It's rather too much overblown cold war rhetoric for my tastes but the footage from 25-30 years ago is amazing and worth a watch.
