    I noticed there are 6 players in the Closed who are shown with a rating below 2100 on the "Standings" page (4 below 2000)
    (at: http://canadianchesszonal.com/standings.html )

    On the main page ( http://canadianchesszonal.com/index.html ) the eligibility is rather prominently displayed:

    Eligibility:
    ■ All players must meet the requirements of Article 507 in the CFC Handbook, and be eligible to compete for Canada in the World Chess Cup in Baku, Azerbaijan, September 10 - October 4, 2015. Exceptions are subject to approval by the CFC Executive.
    ■ Players with a CFC, FQE or FIDE rating over 2100 as per the first updated lists of May 2015 for the CFC, FQE and FIDE.
    ■ Provincial Association and Territorial nominees, with a minimum rating of 2000.
    ■ FIDE titled FM, WIM or higher.
    ■ Canadian Junior Champion and Canadian Women’s Champion.

    I note that it says "Exceptions are subject to approval by the CFC Executive."

    I don't know which rating is shown on the standings page (presume it is the CFC rating?).

    It is possible the players above 2000 but below 2100 are Provincial or Territorial nominees, but can someone explain the entries below 2000?

    I believe two are "floaters", one had a rating above 2000 when he entered, and the other won a qualifier.

      I have trouble understanding why an even number of floaters could be required in a Swiss tournament...

      In any case, how did the non-floaters "qualify"?
      It seems strange to me that there is a range of 750 CFC rating points between the highest and lowest rated players in the Closed...

        Kerry - we used different floaters at one point. The qualifying event was the U2100 Section of the Guelph Summer Pro-Am, where a score of 3.5 was required.
