    I got a phone call about the rules.
    The scenario is thus:

    King and Knight vs. King and Knight.
    One players is in severe time trouble.

    Question: Can he claim a draw?

    I believe it depends on the time control.
    If there are increments, then no draw. A mate is possible "by a series of legal moves".
    If it is sudden death, he can claim a draw. It is easy to demonstrate no progress is being made.

    Of course they can always agree to a draw, but let’s assume they don’t.

    Is my assessment correct?

    Yes Bob your assessment is correct with increment (No soup for you oops meant draw)
    Otherwise 10.2 or what ever F.I.D.E updated it to?

      Agreed. The best way to guarantee the draw in any time control scenario is to sac the knight.

          There are several other options possible: the new clock with an increment is used further; the game is adjourned.

          "G.4 If the player having the move has less than two minutes left on his clock, he may request that a time delay or cumulative time of an extra five seconds be introduced for both players, if possible. This constitutes the offer of a draw. If refused, and the arbiter agrees to the request, the clocks shall then be set with the extra time; the opponent shall be awarded two extra minutes and the game shall continue."

            Yes, there is no obligation to take the offered piece. I was thinking of just parking my Knight in the middle of the board and leaving it there... seems drawish to me.
