    As E.B changed recently federations, his participation under the CAN flag is fee/date dependent.

    Date starting from which a player can represent the new federation fee free 2016-09-05"

    Olympiad starts on 1-14 September 2016. Thus it might be he skips first 4-5 rounds assuming that nobody pays the fee (the fee is quite steep for the Olympiad budget.)

      GM Bareev's switch to Canada became official in September 2015. His last performance under the Russian flag was August 2015 in Kitchener.

        So, does that mean Bareev can play for Canada without the fee?
        Egid quoted the phrase "Date starting from which a player can represent the new federation fee free 2016-09-05" (I presume from some FIDE page) which seems rather clear...

          I think so. It sounds like FIDE has a "year-end" of sorts for these transfers at the end of August/beginning of September each year. Bareev transferred already *last year* so he is now "fee free". If I'm reading stuff correctly.

              The only fee applicable to GM Bareev's transfer was the 250 Euro notification fee. We don't pay big fees for quick transfers.
