IM Razvan Preotu won our 9th annual competition after defeating GM Victor Mikhalevski in the final game. He needed a little bit of help from GM Gata Kamsky who beat the leader up to round 8, Grandmaster Kayden Troff.

Several of his opponents lost rating points between the start of the CI and the new Aug FIDE list, so the avg rating is also a little bit lower, AFAIK.
Still, an excellent result, and the first time ever a Canadian has won the Calgary International outright... at least, that's what it says here:

Somebody told that FIDE takes the ratings from the start of tournament in this case July.
If they'll take the August ratings the average rating is 2423 and +20.8 instead of +23.0
