          Thanks to Tournament Organizer Roman Peredun and team, Tournament Arbiter Hal Bond and Aris Marghetis and all the volunteers and all the participants, we had a great CYCC this year again. With more than 260 players this, this actually bettered the number of players than last year ( <260 players ). Great and well organized tournament without any controversies.

          Cheers and congratulations to all the winners and for those who did not succeed, please try again in Quebec next year. July 1-5, 2018

                          I would also add that no player can receive more then one pairing allocated bye per tournament and that some players could be legally prevented from downfloating.

                          Trivial example

                          BWB 2000 BWB 1750
                          BWB 1800 WBW 1500

                          The 1750 would be FIDE first choice for the pairing allocated bye because in this score bracket, three players want to play with White and two players wants to play with Black. Elementary mathematics demonstrate trivially that in order to give each player is due colour, the bye has to be given to a player who want to play White and the 1750 is the lowest of such players. FIDE has no problem giving the bye to the 2000 in complex situations where many of those players have already played together. The first priority is to give as many players as possible their due colours while complying with all the rules.                               11. Fradkin (3.5) - Dougherty (3.5)
                              12. Shen (3.5) - Chakkoli (2.0)
                              13. Barron (2.5) - Zhang (2.5)
                              BYE - MILLS (3.0)

                              Why not:

                              11. Fradkin (3.5) - Shen (3.5)
                              12. Dougherty (3.5) - Zhang (2.5)
                              13. Mills (3.0) - Chakkoli (2.0)
                              BYE - Barron (2.5)

                              The latter pairings are clearly superior. The bye goes to the correct player, and no players are paired with people 1.5 points above/below them. I'm not sure about colours, as the crosstable doesn't record them, but it's an odd-numbered round, so most players are at 4-4 anyway, so there's some combination that should work.
