Bulgaria is not listed. Will they be permitted to enter under a neutral flag?

There is a team from Eswatini. If you're not familiar with that name - it used to be Swaziland.

And some players that won't be competing (this list is a month old, so things could change)...

There is also the matter of people who have travelled to Abkhazia or South Ossetia and have had their passports stamped to that effect.

It looks like anyone who has traveled to these regions ... will possibly be arrested. That would make playing chess difficult.
Dogs will bark, but the caravan of chess moves on.

Drop in the standings of the strongest chess nations

The biggest drop isn't even close. Norway will come to Georgia with only three GMs and without the services of top GMs Magnus Carlsen or Jon Ludvig Hammer. Its young squad consequently falls from #12 to #38.

Well, you could take issue with the last superlative. In 2016, Bulgaria only played GM Veselin Topalov for five rounds and finished 66th, which was 44 spots lower than its ranking. This time around, it won't even place after its federation was banned from FIDE (you won't even find Bulgaria on the "top country" list).

Bulgaria’s chess federation has been banned from Fide for allegedly breaking its code of ethics meaning all its international activity has been suspended.
