    Interesting find. Even blowing it up, it is hard to read. It looks like it was written by Walter Dobrich. Any indication of the date? Sometime in the late1960s/early 1970s?

      Ken Rogoff became a GM, and played in the 1969 World Junior for the USA. He is also a world-class economist. Might be a Toronto Star newspaper column, early 1970s.

        Walter (now calls himself "Vlad") Dobrich wrote a chess column in the Toronto "Star" in the late 60's/early 70's. The December 1968 "Chess Life" announced a Niagara Falls Open on January 17-19, 1969. I'll check subsequent issues and see if the results match the column.

        (the tournament was in Niagara Falls, NY - not Ontario - and I don't think there are any games available from it).
