  • CFC - FQE Agreement

I came up with this post by Louis Morin on Chesstalk (who was an employee of the FQE at the time):

    Translation by Google Translates)

"The amended agreement voted yesterday by the FQE (by Louis Morin)

    Friday, 20th July, 2012, 01:08 PM

SERVICE EXCHANGE AGREEMENT BETWEEN THE CFC AND THE FQE

For the duration of this agreement, the CFC will grant FQE members residing in Quebec the privilege of participating in any CFC tournament held in Quebec (as long as it is also FQE rated) and outside Quebec, without having to pay for a tournament card or a membership. For the duration of this agreement, the FQE will grant CFC members residing outside Quebec the privilege of participating in any FQE-rated tournament outside Quebec (as long as it is also CFC-rated) and in Quebec, without having to pay for a tournament card or a membership. The FQE will be entitled to one-third of the representatives on the selection committee that determines participation in international events. The total number of FQE members will be included in the official CFC member statistics. FQE-rated tournaments may be submitted to FIDE, provided they are first rated by the CFC. FQE members will be able to participate in the Canadian National Championships under the same conditions as if they were CFC members. FQE members will be considered for Canadian National Teams as if they were CFC members. The FQE will offer its magazine to the members of the CFC who will pay the postage of $6 per year. The CFC will send its webzine free of charge to FQE members who request it. CFC recognizes the need to accommodate Provincial Affiliated Federations. These federations support the CFC through membership dues, and in return receive services such as access to the FIDE rating. CFC also recognizes that the FQE is particularly well equipped to satisfy French-speaking Canadians, and deserves to be treated as such. The following tariff structure will be applied: The FQE will pay an amount of $9 per adult member and $4 per junior and cadet member. This payment will be made as follows: on the anniversary of the agreement, the FQE will count its members by category and pay the corresponding annual fee.

Annual dues will be for FIDE*-related expenses and placed in a separate fund. Half of the fund administrators will be FQE representatives, and the other half will be CFC representatives. The CFC will ask its members residing in Quebec for a contribution equal (or higher) than that requested by the FQE, in order to avoid arbitration. The FQE will ask its members residing outside of Quebec for a contribution equal (or higher) than that requested by the CFC, in order to avoid arbitration.

This agreement is valid for a period of three years from August 1, 2012. *including but not limited to the Olympiads, World Cups, FIDE Congresses, World Junior Championship and World Youth Competition"

    This agreement expired in 2015.

    I believe it was renewed.

Vlad can you give us an update please?

    Was the initial agreement respected?

What agreement, if any, is in effect today?

    Thanks,

    Larry

We continue to have an agreement. I was told a month or so ago that cheques would be coming soon for the recent backlog.

The initial agreement was respected and the amended agreement was respected though occasionally there were delay in payments, though eventually everything is getting caught up, usually just when we need it.

Everything points to chess recovering to pre-pandemic levels and perhaps higher. I can't think of the last time we had a Canadian Open where we had more than 250 players in recent times and we are very close to that level.

This coming year will be a bit brutal due to a very expensive Olympiad but it will be tempered by a recovery in memberships as tournaments are seeing record numbers.
