    thus Kevin's residency in Portugal, in the eyes of FIDE, has not yet begun. But then according to another clause, the Compensation clause could be waived by the CFC anyway.
    Then how to interpret this one:
    "2.2.2 Provided the player does not have a continuous period of residence of two years, such consent shall be accompanied with a payment from the new Federation to the old Federation of a compensation fee (“Compensation Fee”) according to the following scale:"

    Or does everything by small steps?

    good & cheap
    Notify (€ 250)
    clock starts, wait two years.
    Registration process.

    ---

    fast & good
    notify (€ 250)
    pay compensation + transfer fees
    enjoy the newest player :)

      I am not clear what all the fuss is about. The current residency requirements seem quite reasonable as the baseline for players wishing to change federations. If a federation wants to buy a stronger team without waiting---and we can all think of numerous abuses along these lines---the higher fee strikes me as a reasonable disincentive.
      More to the point is why Canada has been so slow off the mark in encouraging players who meet the residence requirements---Kovalyov, potentially Nakamura---to make the switch and facilitate such a switch rather than botching it up as has happened in the past.
      What am I missing?:)

        What possible incentive could the CFC provide players to stay and play here? Surely conditions are much better in both the US and Argentina.
