I was wondering if any of the provinces are putting off an arbiter's course virtually to let me know. There is at leant one, hopefully more, in Newfoundland and Labrador interested in doing it.

From the comments in the recently concluded CFC meeting regarding the NA title, it seems like Al MacPherson from Manitoba would also be interested. I would imagine there must be a few in BC / SK / AB / not Southern ON who would also be interested.
I suggest you contact Hal Bond or Aris Marghetis and see if they would be interested in organizing a virtual seminar, instead of waiting around for one of the provincial associations to put one on.

Chris, you have a pretty extensive record as a player and arbiter. I would suggest that you contact your provincial president for a recommendation and apply for the National Arbiter title. In cases of organizers with good experience serving remote areas, we have some leeway with the requirements, though not necessarily when it comes to experience. I can personally serve as an NA recommendation based on your record as an organizer/arbiter with that president's recommendation. You can likely go directly to working on higher titles and learning the evolving rules on the FIDE arbiters commission website.

A good resource for arbiters are FIDE arbiters manual (maybe that’s too obvious :) Also they publish magazine/newsletters for arbiters. Thanks for all the suggestions! The guy who is requesting the course is player who is new to chess in the past couple of years. He has joined the Newfoundland and Labrador Chess Association executive and is eager to help. Right now our president and vice president roles are vacant so I'd like to try to help him along with this request and build for the future. There is no rush of course on this as he has only helped with a few tournaments so we know that certification will be down the road.
