Does this mean Susan Polgar still can't get her USCF membership back?

      yes:

"Under the settlement, the USCF will allow Polgar and Truong to be playing,
non-members of the USCF and will be listed as “Playing Non-Member status.”"

      Whatever you think that means!?

Maybe the CFC should offer her honorary membership?

I'm not a lawyer, but it looks like they get a special membership which allows them playing rights (I presume including at the FIDE level) but does not allow them any voting or other normal member rights.

Why not go all the way?

Did we (the CFC) try to recruit her sister Zsofia?

She could use her sister's address, or a block from my house is Lubbock Square.... I wonder if transfer fees are payable to FIDE for a player who has been kicked out of her or his federation ?

Knowing it is FIDE - I am sure they are still applicable...

CFC should then take an insurance. See by yourself:
