    So the CFC isn't committing itself to any sort of timely response. Yet it wants the project completed in 58 days minus up to 90 days while the bid price is frozen.

    Impossible. But otherwise pretty good by the standards of the 21st century CFC.

      In addition, why rush? This might sound corny, but there is a saying that when trying to satisfy the holy triumvirate of cost-quality-speed, that realistically, you can aim to do 2 out of those 3 well. IMHO, get the quality at decent cost, but don't insist on very quick turnaround, otherwise you risk losing especially on the quality, which means a lot to us.
