I see that Jason Cao is playing an FM who has a 1900 FIDE rating. How, exactly, does a 10 year old kid with a FIDE rating of 1900 get a FM title? Or am I missing something here?

By placing in a higher-level FIDE junior event, such as a continental championship (similiar to obtaining an FM or IM title from a Zonal tournament without having to fulfill the usual requirements).
