I did a little Googling and found this explanation of the error:

Error: 1135 SQLSTATE: HY000 (ER_CANT_CREATE_THREAD)

Message: Can't create a new thread (errno %d); if you are not out of available memory, you can consult the manual for a possible OS-dependent bug

Looks like it is some sort of database problem but an unspecific one. These sorts of problems are devilishly hard to track down.

Someone with lots of experience with MySQL would probably have a good idea of where to start looking for the problem.

If I had to guess (and it is a wild guess), I suspect some process is opening connections to the database and then neglecting to close them once the work is done. After a while there are no resources left for the database to function.

I normally check CFC#, expiry, and rating on the live site, but it's down so much that's an unreliable way to go. Is there anywhere else to find a current CFC member list?

It has been down for significant periods of time all weekend. I will have to bookmark the forums separately. Currently I go to the main site and then click on the link to reach the forums.

As I see there are some changes. It could be that they were implemented not so smoothly :)

They only spent $18,000 to create it - you can't expect much when its done on the cheap!

I wondered if you meant chess.ca or the CFC forum, but now I see you must mean the CFC wesbite. This is the error I get:
