Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party

Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.
For those who may not frequent the CFC board all that often, note the current Governor's meeting (online) is open. The public is able to view(read) posts but only CFC Governors are granted posting privileges:

A new idea you might consider is doubling the membership fees. Yes, I'm serious.
The CCCA did that once years ago. The result was I had an easier time signing up new members and those who showed more of a commitment to the association. In other words, they had more of a tendency to finish their events.
What had happened was the membership fees for the times had become so low when I tried to sign up new members they acted as if it was a scam. We were offering a lot of entertainment for not much money.
The CFC membership looks so low it must be down to the core members. Personally, and it's only an opinion, I doubt you'll lose many members. I'd expect a gain.
It might also be an idea to consider for how long investment returns will remain low and adjust the life memberships accordingly. If you really feel you must offer them.
Consider this my contribution to the current meeting.
Besides the fact that the CFC-FQE deal is now called "a peace treaty" (I was not aware that a war ever existed...) I cannot find a word on the current state of that deal among those reports and discussions. For example, did the FQE made its first payment to the thrust fund (which might explain how the CFC managed to finance his team at the olympiad) that is supposed to take care of that money ? And has this trust fund even been set up and with what people ? Because according to the deal, only that fund jointly run by representatives of both federations could approve expenses.
Of course I have already repeatedly asked those questions to the FQE president but for some strange reasons he has chosen to remain totally silent as if those things should not be made public. I wonder why if everything has been done properly, that is according to the terms of the deal which indicated a first payment one year from the signature date... in 2013.

I almost got in trouble for suggesting that the OCA raise its Youth membership rate by $1 or so - the first increase in at least 15 years and probably a lot longer.

You're looking for ways to reallocate an insufficient amount of money to cover many programs. What's needed appears to me to be an increase in the income. Unless the governors want to go door to door selling chocolates or some such thing, it appears to be time to double the annual membership and increase the price of the life memberships to reflect the low investment return environment.

I'm saying that that is one possible idea which is IMHO better than the status quo. I've suggested a scaled-down newsletter with almost 100% Canadian content (ie tournament reports and write-ups) with the rest being spent in some other fashion.

Ok, that is what I thought, but it is worth the clarification. I certainly agree everything should always be on the table for discussion. There are SO many sources for international news that the CFC "magazine" probably should concentrate on Canadian matters and any Canadians playing elsewhere... Of course, guest articles or occasional contract pieces could be just fine too.
As for Gary's suggestion about raising the membership fee - I suspect that will result only in a gut reaction that membership will go down. No doubt there are a number of people who wonder what they get for the current fee and would simply not renew if it went higher.
On the other hand, programs cost real money to administer and it might be better to get the money from the percentage of people who are willing to have their membership fund the system.
Perhaps a hybrid approach is better than a big bang: improve the use of the current funds, maximize the service with incremental improvements and then raise the membership rates. It is a difficult balancing act.

Actually, it's not difficult. Make the increase effective Jan. 1st, 2013 and carry on. It's not about service improvements but an increase in funds for chess programs and events.
Looking at the cost of tournament entry fees and club memberships, or a chess coach, paying $80. or $85. a year for adult CFC membership or $50. to $55. a year for Junior membership isn't a big deal.
In any case, it's fun watching them try to run a federation on a shoe string. Kind of gives "no frills" a new meaning. :)
