    Some official quotations from the FIDE book of rules.
    Rapid
    A.3 Where there is adequate supervision of play, (for example one arbiter for at most three games) the Competition Rules shall apply.

    A.4 Where supervision is inadequate the Competition Rules shall apply, except where they are overridden by the following Laws of Rapidplay:
    ...
    The flag is considered to have fallen when a player has made a valid claim to that effect. The arbiter shall refrain from signalling a flag fall, but he may do so if both flags have fallen.
    and from Normal (Competition Rules)
    6.8 A flag is considered to have fallen when the arbiter observes the fact or when either player has made a valid claim to that effect.

    Several cases which I wish to discuss:

    1. Do Rules A.4 switch to A.3 at the end of the round (i.e., when <=3 games are in progress and an arbiter can supervise them)? imho, it should not.

    2. a case with A.4: The player's flag falls and he even does not switch clocks, the opponent does not notice, and the game progresses till everybody is bored to death waiting for a grand finale (a checkmate) Should an arbiter interfere? (back to A.3 :)
