    The NCF (or FIDE) shall issue the FIDE ID Number if the Player does not have one at the time of registration. NCF will register the Player with FIDE by providing information containing the Player’s Name, Gender, Place & Year of Birth, Photo, Passport Number; FIDE ID Number (if any).
    And here come two new jokes:
    "Kirsan probably has some underground human trafficking network or something. FIDE is just a cover "
    And:
    "a response from one of the bigger organizers to FIDE. Basically, it said "You want more money from us? Screw you. We won't even rate them in FIDE."

    Do they realize that the passport is not something that everybody has? In most countries a person gets an ID number what is different than a passport number

    Reading other paragraphs, I understand that ALL players in the FIDE rated event must be "licensed", i.e., they should have a FIDE #ID. More work for organizers and the CFC.

    These rules shall be effective from 1 July 2013.

    Doing something similar to this already cost them arbiters as of January 1st... Now I guess there are too many players? So FIDE is downloading work onto the national federations, with possible penalties to apply, and it's a very tiny step from this to additional fees...

    I do like the new tables for direct titles, much clearer than the old ones. Is "Sub-continental" the same as Zonal?

      And I didn't know how right I was... the original proposal actually had the extra fees in it!

      Registration & License Fees

      Registration Fee is a one-time payment – 10 Euro
      License Fee for 1-year – 30 Euro; 4-years – 100 Euro; Life – 500 Euro
      I guess that was taken out to get the rest to pass... but it will likely show up again at some point.

        The Dutch Federation is circulating a letter of protest. Canada is in the process of adding it's name to the growing list of Federations.

        I wanted to attach the letter, but alas it is too large.
        But not too large for the CFC discussion board! (see thread on CFC Board)

            As I predicted a few months ago, FIDE is moving in the direction of individual membership cards making the national federations redundant. Eventually, you will be able to insert the card into any bank machine and read your FIDE rating (for a small fee, of course - removed from your cash account). FIDE will by then have permanent access to your bank account - welcome to the 21st century!:)

              I for one would never give information like my passport to FIDE. This is silly red tape that will serve no one. I think it's time to dismantle FIDE and create a new World chess federation from scratch.

                    Withdrawing from FIDE without a plan or alternative would only cause hardship to the few FIDE globe trotters we have. FIDE wouldn't give a damn anyway because it is Illusion OF's personal toy.

                      I think Canada was an original signer to form FIDE. There were only 15 nations to begin. Holland provided the first president and also Dr. Euwe later as president. Holland is opposed to this initiative from what I understand.

                      The CFC should make it known they are unhappy, if they are.

                        FIDE has an admin problem (duplicate members) commonly assiciated with an expanding rating list and the Presidential Board has acted unilaterally to fix it. I am sympathetic to the problem but disappointed with this measure. The member Federations of FIDE must be part of the solution.
