Can someone clarify for an initial rating-Is one required to play players from other countries?

    No.

Other countries are required for titles.

      No.

You just need to play a minimum of 3 FIDE rated players in one event, after which each of your next six games against FIDE rated opponents will be kept track of and your initial FIDE rating will be based on those 9 games.

If your performance is below the FIDE rating floor (1000, as of 2012, I think) then you will continue to be treated as unrated.

And you need to score at least 1 point out of those initial 3 games (1 win or 2 draws). As most FIDE-rated Canadian players are higher rated, many Canadians have non-ratable results despite playing 3 and more games.

          FIDE Rating Round Robin Tournaments

The problem of high FIDE-rated players posing a stumbling block to lower-rated players achieving a FIDE " Part Result " toward an established rating, is one of the reasons the Canadian Chess Consulting Service has organized, and tried to organize, FIDE rating round robin tournaments of 8 players, wherein we try to place our lowest rated FIDE player applicants. Despite some higher rated FIDE-rated players in the first Battle of Toronto Invitational, the two non-FIDE rated players each scored their point, and now have a FIDE "Part Result"!

Look for Battle of Toronto II coming this Oct.-Nov.! We alread have a FIDE-rated player registered who is only 1581!
