Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party

12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.

14. You should exercise the same caution with Private Messages as you would with any public posting.
I received an agenda for the GTCL meeting and an indication that there may be some discussion posted on chesstalk regarding the topics raised in the meeting in particular on junior chess issues. Anyone who was at the meeting care to make a summary of the key points discussed?
In particular I am interested in the agenda item with regard to the 2015 CYCC.

I wasn't able to attend, but we were contacted yesterday wrt to
organizing the 2015 CYCC. Our response was that there appeared
to be already 5-6 bidders, and our schedule remains incredibly tight.
There was also a request for an IA to help FIDE-rate the upcoming
Ontario Open - our response was again we are constrained by our
burgeoning schedule, but there was already a vocal IA campaigning
ferociously for this year's Ontario Open - now that it's confirmed,
I am sure the venerable Mr. Marghetis would be more than delighted
to assist run the 2014 Ontario Open gratis, as well as help FIDE-rate it.

The item received some brief treatment, because Francis Rodrigues, who was to have presented a proposal to host the tournament over Easter 2015 in Toronto, was not able to attend the meeting. A more general discussion in his absence emphasized the need to host the tournament in March or April in order to fit with NAYCC, Pan-Am, and WYCC timing. The Easter weekend would in fact conflict with the proposed date for the 2015 Toronto Open at Annex Chess Club, and several parents in attendance suggested a March break weekend. Even without uniform March break schedules across different school boards, missing a couple days of school seemed acceptable to them.
More discussion took place around current difficulties in receiving clarifications (or even a reply to email) from the current CFC Youth Coordinator, and about the need for a Committee of Parents to assist the Coordinator. GTCL will make recommendations to CFC based on this discussion.
We looked into changing the timing of CYCC to March break but no two provinces are the same. Vadim Tsypin provided a PDF with some of the schedules for March Break. I have copied and pasted from that pdf. If we want a one province CYCC we are in great shape but anything else suggests that the best time for CYCC is right where it is - in the summer when everyone can play.

It appears that Windsor will be putting together a bid for the 2015 CYCC. The experience of OYCC is that Easter is not the best time to hold such an event. The numbers were down by about twenty from last year. The best solution is to try to avoid the Pan Am tournament if we can but if we can't avoid it let the kids that want to go to the Pan Am go and don't prevent them from applying for WYCC through the procedure that was created for extra players and strong juniors. The FQE moved the timing of the CYCC as I recall in order to avoid the Pan Am tournament only to have the organizers move it again so that the two tournaments were in conflict once again. If you want to set tournament schedules for a large event such as CYCC in most circumstances you have to do it a year in advance so with FIDE allowing changes in timing a few months ahead of the tournament we should perhaps just realize that we are not going to manage to make the two tournaments mesh.
NAYCC is experiencing attendance problems because of its conflict with school schedules in June.

We have one bidder that offered to take on the CYCC if no one else wanted to put it on. I was looking into the logistics of hosting it in Windsor when a number of the Windsor chess parents started an email discussion about hosting the tournament independent of my ideas which I hadn't mentioned to anyone yet. If we did it in Windsor we might be able to count on as many as fifty local kids playing especially if we can bring back a few of the kids who have recently retired from chess. We have 32 Windsor area kids qualified to play in the CYCC in Montreal this year with 31 expressing some interest in playing. Many have already made hotel reservations.

The tournament and its playing schedule must be registered one week before the tournament starts.
Those regulations have been changed relatively recently. They took effect in July of 2013. I do not read every post in every thread on chesstalk. I know what the rules were when we tried to organize a FIDE event in Windsor in 2012. Given the large flurry of press releases and announcements from FIDE it is not entirely surprising that I may have missed this one particularly given that I was not on all the email announcement lists until June of 2013 when I became CFC president.
