    You could do what I have experienced in some tournaments - on-site registration is permitted BUT:

    1) All pre-registrants are "pre-paired" and the tournament begins on time. Pairings are posted on the Internet in advance, and in more than one place in the tournament hall.
    2) Late registration is taken care of by someone who is not involved in starting the tournament on time.
    3) After the tournament has started, the late registrants are paired together, and time is deducted from their clocks (the difference since the scheduled starting time) - a penalty they pay for registering late. Sometimes they are put in a seperate room so as not to disturb the other players with their late start.

      Hugh's idea makes sense. Players from Foxwoods may not know their financial situation until after Monday that week.

        There is a BIG DIFFERENCE between on site registration and paid on-line registration.

        Paid on-line registration (for convenience) guarantees that 90% of the time, a player is serious to play in a tournament and there is a binding agreement and guarantees pairing unless their is a change of plan wherein, it will be the player's responsibility to inform the organizer of a withdrawal to obtain a refund otherwise payment/game will be forfeited.

          Hi Larry,
          Thank you for your personal invitation to the PWc Toronto Open. I'm still thinking about it. However there are some obsticles on my side and I'm not sure if I will manage to play this time too. I've been quite busy at work for a long time and it is not that easy for me to get rid of that "rust". I can promise to come and be just a spectator, - that for sure.               Over 100 players and growing. Why aren't there more from Quebec? Are there any posts on the French Board about the tournament (en francais, mais oui) and about the fact there are no on site registrations?

              Just a thought and my french is too weak to try and translate

                I know Nakamura is currently at school in B.C. but surely his affiliation is U.S. not B.C. (no offence to my friends in the West)

                    Several possible reasons for lack of Quebec players:

                    1) The recent event in Trois-Rivieres.
                    2) Some Montreal players are considering going to the Foxwoods event in Connecticut.
                    3) Quebec players have the habit of registering at the last minute (which you can't do at this event). 20 to 25 percent of the Trois-Rivieres players registered on-site.
                    4) The extra costs for CFC membership.

                    I will be in Toronto the weekend of the event (for other non-chess activities), and hope to drop by on Friday night.

                      11th Annual FOXWOODS OPEN for Open Section is on April 8-12, 2009. Therefore, those chess players still have time to be on time in Toronto.

                        It looks like GM Hikaru Nakamura is back in New York and not anymore longer in Vancouver B.C.
