Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links
* Any link to or any images from a site containing any material outlined in these restrictions
* Any material deemed offensive or inappropriate by the Board staff
12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.

As it was mentioned a few weeks ago, the 2015 Quebec Open will be merged with the International Championships of French-Speaking countries. All Canadian residents will be able to participate and no knowledge of French is required.
The entry fee will be at only $65 for all and there will be a blitz tournament ($2000 in prizes) and a rapid tournament ($4000 in prizes).
The FQE hope to repeat last year's huge success (for the 2014 Canadian/Quebec Open).
Also, an important note : I have been receiving a lot of emails about the tournament lately. I will do my best to help everyone as much as I can, but I am not as involved in the organization as I was in the previous years. Inquiries can be sent to info@fqechecs.qc.ca

Since all of you there were so good to Mario and I last summer, we can't help but come back for the Francophonie tournament. We've already got it in our books. Look forward to seeing you this summer.
Would La Francophonie need a blogger for the Open A - U 2000 section, maybe? I assume there will be a tournament website (likely there already is, and I'm, as usual, a bit behind the herd)?
I am not clear what the condition would be to play up a section in the U 2000 though (I would normally be in the U1800 section). Can you let me know?

IMO, the COC or COQ should have a rating limiation for the open section. We are organizing a 9 round swiss to determine who's the best guy. Anyone under 2200-2300 just doesn't belong there.

I agree 100 % that the rule on "playing up" in organizers' advertising for tournaments is often non-existent, deficient, unintelligible, etc. This is a most important condition to class players. Many of us like to have the challenge of playing stronger players. And those of us wanting this have no trouble paying a playing up fee for the privilege. I play up whenever I can (drives many nuts, and likely you included), and have often......the players in the section above me know me and I know them (sometimes, too, my rating is high enough I can play there normally)....and I have found little if any resentment to having to play me, even from much higher-rated players, if I have contributed to their prize fund by paying an additional fee into it, and I am following organizer's rules. Also, many play up, and in the middle and later rounds, we all end up playing each other because of our low scores, not playing the elite players! We can't even see the elite players from where we are on the standings. So it is not like Magnus would have to play 9 1500's if he came and played, and playing up was allowed (in fact I believe he cannot..Norway is not part of the Francophonie).
In my view, the Francophonie advertising is somewhat ambiguous on this issue.
So a few minutes ago my company, Canadian Life Consulting (CLC), just wrote the organizers, through FQE (Louis Morin), for clarification ....I may well be in the situation of having to know this....I am generally above 1600, but intermittently recently, I have dropped from time to time into the high 1500's. The second section is U 1600. Is it the case, that if, when the tournament starts (I am registering shortly), I am 1599, I MUST play in the U 1600 (of course I will happily, but will be much happier if I can still play with my 1600 friends in the Open Section).

In previous years, the Open section of the Quebec Open used a sliding scale of entry fees to discourage low-rated players from entering - unless they were willing to pay (heavily) for the privilege. A formula was used - a minimum entry fee ($100? $200? I don't have the numbers handy), plus $1 for every rating point below 2400. For a player rated 2000, it would have cost $400 plus the "minimum entry fee" - and some players paid it!
