    It's not new. Long time ago Aeroflot open published games this way. Later Canadian Open in Toronto tried but a scanner noise was too loud.

              yes, thanks Toto, great work you did. that citizen clause was confusing, may have affected some players (at least I think a strong US player in U14G) to register.
