General Guidelines
---- Nous avons besoin d'un traduction français!
Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links
* Any link to or any images from a site containing any material outlined in these restrictions
* Any material deemed offensive or inappropriate by the Board staff
12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.
With these accusations by the USA, is FIDE itself now toxic? Can there be a separation of the two, Ilyumzhinov and FIDE?
Let's say I hold a national event and want the event to be FIDE rated, as long as Ilyumzhinov is in place am I tacitly supporting his position with FIDE?
What does the CFC FIDE rep have to say about this whole deal?

As far as the USA is concerned,no, as long as Kirsan is its leader FIDE and Kirsan are not separated.The Treasury Departments press release specifically mentions Kirsan's involvement with FIDE among other things. FIDE is an entity funded and controlled by Ilyumzhinov. Normally when an organizations leader is involved in a scandal that has the potential to disable the organization in any way to function the leader is expected to resign until he/she vindicates themselves. That certainly is the case here but do not expect FIDE to be treated fairly by its executive based on his track record of corruption. I warned the CFC about this over a year ago. Kirsan is expecting to go to New York tomorrow. I don't see how, Americans can not accept his money, legally an American can't even sell Kirsan a pastrami sandwich. The Treasury department cites an executive order which means that they are executing an order directly sanctioned by The President of The United States.

Wait, are you saying that Obama isn't change we can believe in? I have been misled.
Just today, the brutal Obama regime showed their true colours.
"The four USAF military drone operators who recently blew the whistle and exposed the callousness and complete lack of concern for civilian casualties of the US drone assassination programme, (and received very little mainstream media exposure), yesterday found their bank accounts and credit cards all blocked by the US government. The effects of that on daily life are devastating. "

I read Nigel's link first and drew my own conclusions based on the disclaimer at the bottom of the "article" wherein the "publishers" disavow any responsibility for what they are publishing.
The "article" itself is woeful with respect to journalism. It reports hearsay as truth and its sole source is the lawyer for the people making the claims.
Then I read what was in your link and my opinion went down even more.
The Global Research article is a copy of a personal blog. I tried to find other sources supporting the claims in Nigels original post. So far this are all I've come up with. http://www.theguardian.com/world/201...whistleblowers.
No mention in the original article nor anywhere else of the US Government taking such actions. Of course this does not mean it's necessarily false, but it definitely is weak.

The Independent reported the same facts. Google is your friend.

America’s drone programme is unregulated, counter-effective and carried out by stressed men who often abuse drugs and alcohol, according to some of the people who spent years remotely flying the missions.
In an unprecedented insight into the inner workings of the CIA-controlled programme that is as secretive as it is controversial, four former operators have told of their concerns that innocent civilians were routinely killed and yet chalked up as “enemy combatants”..
The operators - who feature in Tonje Hessen Schei’s documentary Drone - said they were encouraged to dehumanise their targets and even referred to the children they monitored with their drones as “tits”, or “terrorists in training”, or “fun-sized terrorists". The four said they had struggled with depression and even suicidal thoughts since quitting.
The point is that "this story about the realities of drone strikes by the U.S. military, as told by servicemen with direct experience, is not being covered by the U.S. news organizations. Not at all. Have to read about it in the foreign press."
Some people, perhaps, think that the US government has to "approve" all reports on its activities. But that would mean that their secret activities would, of course, remain unreported forever.
Nope, not this time Nigel. Your original post clearly states: "The four USAF military drone operators who recently blew the whistle and exposed the callousness and complete lack of concern for civilian casualties of the US drone assassination programme, (and received very little mainstream media exposure), yesterday found their bank accounts and credit cards all blocked by the US government. The effects of that on daily life are devastating." Bold face print is your emphasis. It's very clear what you were emphasizing.
I'm not disputing that there are drone operators describing their guilt over what they have done under orders. But I will dispute this specific claim that you gave above, and now you are back pedaling..
Thanks for your comments, hopefully the CFC took your warning to heart. From their website seems to me that the FIDE rep is behind the curve on this one, perhaps I couldn't find the post tho.

As expected did Kirsan arrive in NYC?
Not sure if IllusionOf went to NY, but about 1:15 Eastern Time I noticed a tweet from Mig Greengard
that there is an emergency FIDE board meeting for Dec 5 in Greece. He cheekily opines "Can't imagine why, but I'm ready for the press conference!"

Regrettably the CFC did not take my warning to heart and in fact I was ridiculed at the time and the CFC not only voted for Kirsan but publicly endorsed him.
...there is an emergency FIDE board meeting for Dec 5 in Greece.
It can't be much of an emergency, if the meeting is 5 days away. An emergency, by definition, is something that calls for immediate action. In any case, it's a good thing that FIDE can afford to summon the board to Greece, rather than an online or skype meeting.

Kirsan did not go to the US on Sunday. Instead, on Sunday night he was interviewed on Moscow's (somewhat independent) TVRain. He denied any ownership stake of the bank in question, and said he would be going to the US next week sometime. More details can be found at chess-news.ru. He is pretty much blithely going on as usual.
Cancelling Sunday's trip, however, tells me that behind the happytalk they are not so sure. I can also tell you why FIDE is meeting at such short notice-- they finally got a reply from Treasury as to what this all means. It's a genuine point of question whether Specially Designated Nationals (which Kirsan is now) are barred from entering the US, and whether Treasury's forbidding any US person from dealings with Kirsan extends to dealings with Kirsan in his capacity as FIDE President. Sid seems pretty sure it does; I tried googling both issues and came up with no answer. Presumably someone at FIDE thought to ask Treasury for an interpretation, and only heard back today because of the Thanksgiving shutdown and the weekend. The news might be good; it might be bad (depending on your perspective).
Also: That they are meeting in Greece tells me (if true) that this meeting was called by Makro. There is lately a subplot going on in FIDE, with Makro being sidelined in favour of Filatov who is, by all appearances, being groomed as an heir apparent. Might mean something, might not.
