Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party

12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.

14. You should exercise the same caution with Private Messages as you would with any public posting.

In the CFC's 2015 fiscal year, expenses for the Youth CC Program (refer note 3 to stmts.) equaled just over 40% of the CFC's total expenses. That's a pretty large segment of expenses to be treated as a lump sum and I think it would be a more correct and appropriate level of disclosure to break the YCCP expenditures down into their major categories in the notes to the financial statements. For example, I expect that the bulk of these monies were spent assisting eligible children/their parents with some portion (?? 100%, 75%...) of their travel/accommodation expenses. Perhaps some of the money was spent on travel/accommodation/fees for a coach, or a chef d'equipe. Perhaps some of the money was spent on sundry expenses. The point is, no one knows. These expenses are funded 100% by parents. Surely they should be able to pick up the CFC's financial statements and at least get an idea of what they're funding. This is about the umpteenth time that I've suggested that the CFC needs better disclosure with respect to YCCP expenditures. This is the last time I'm going to mention it because obviously no one, as usual, gives a sh*t.
Also, the copy of the financial statements that is available at the CFC's website should show the signatures of the executives who are attesting to the accuracy of the statements. I won't hold my breath waiting for that to happen. When the CFC finally gets around to updating its handbook, I hope they won't forget to include their 'Executive Ain't No Sh*t Sticking To Me' policy.
I don't see the $20k received from FIDE re the norm tournament incentive program. I guess it was received after the 2015 fiscal year-end. I'll keep an eye out for it in the 2016 financials.

I believe it is on the balance sheet as a liability under deferred contributions and note 3 breaks down the details and references FIDE.

Occasionally we see more detailed reports on youth activities. I'm not sure why we do it that way as much of the volume of youth revenues in those footnotes is really just pass through money that comes in to send the team to WYCC and then goes out to pay those expenses including things like hotels, entry fees and charges for players and accompanying persons. We collect the required amounts and we remit them to the organizers (who pay the hotels) and FIDE.

I am pretty sure we received the money for the first year in 2014. I wanted there to be tournaments in 2014 but was told that it would take some months to put them together and 2014 was out of the question. As it was we almost missed getting tournaments together in 2015 as the CMA was not able to put on the event they had been awarded in a timely manner and it would not have been very seemly for us to ask for the next year's funding without having put on the tournaments from the first year. Alberta stepped in and organized the tournaments somewhat late in the year shortly before all the fun with the U.S. treasury department.

Hi Kerry & Peter - The financials can be found on the CFC website under "about us/governors letters".
We still have some legacy terminology to deal with.
While the 2014 and 2015 financial statements have been available for the annual voting members (governors) meeting, I just got around to posting them on the website today (after searching around in my files).

I just went to governors-letters and there is nothing there past 2012/2013...
We stopped publishing governors letters in favour of online meetings in which all of the proceedings are in theory available. When we switched over to another provider things got scrambled though all of the posts are still there. I myself while having some admin privileges do not have the ability to create sub-forums the last time I checked and thus cannot unscramble things. The person who can unscramble things is aware of the situation and is planning to slowly unscramble things but he is a busy person...

I faithfully send in the annual report for the Chess Foundation of Canada every year. I always request that it be posted on the website where all the members can see it.
