Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links

12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.

14. You should exercise the same caution with Private Messages as you would with any public posting.
Already 5 years I involved in chess politics. Honestly, initially I wanted to stay away from it and declined a few proposal to become a governor (voting member). However, my position as a National Team Captain for 3 consecutive times forced me to get involved.
All these years I realized that CFC Handbook is irrelevant and out-of-date. CFC doesn't have enough money to hire a lawyer; no active member was ready to help with this issue.
This situation was somewhat unpleasant, but honestly, for me it never was a problem. I was always sure that CFC has some rules (motions). In previous years CFC executive was following most of the rules (motions).
The situation with the next Canadian Closed shows that the time of rules (motions) is over. CFC doesn't need to follow any rules (motions) anymore. CFC executive can do everything. Vlad's posts on the thread "Canadian Closed in Montreal" shows his new approach.
Before you start playing any game, you should understand the rules. I was sure that I do understand. I was wrong.
Now, hopefully I realize a new situation and I should ask myself "do I really want to be involved?" Right now, the answer in pretty obvious.

I don't have a personal opinion about exemptions yet, its a complicated issue with the Canadian Closed being announced so late...but such things should certainly be decided by a governor vote on a case by case basis. Just like the original motions about the Olympiad qualification were voted on.
But whatcha gonna do..don't like the conditions of the tournament - organize it yourself. Don't like the dictatorship style of governing by the executive..do the job yourself. Right, Mr. Drkulec?

If I wasn't so busy, and perhaps currently more interested in chess (my young one is 2), I would consider legal action. I encourage others to follow legal action as this is tyranny.

I nominate Nikolay Noritsyn for CFC President. If he runs at the next AGM, I probably wouldn't even run against him.
The first confusion - the person does not become a member, than he can not play in the CFC rated tournament as there is no exceptions for non-members in the Rating section.
However, the person can purchase "CFC Regular Tournament Membership" ( http://www.chess.ca/node/1235 ) A single-tournament adult membership, which may be purchased in lieu of an annual membership, for participation in a CFC-rated tournament at standard time controls.
Hmm, is it the third class of the CFC membership missed in the By-Laws ?
Conclusion: it's not that big deal. But it's like a small broken tooth in a gear system starting to make noise and damaging other teeth.

The CFC must have clearly written papers for several important things: expectations for bidding tournaments, regulations for its championships (Closed, CYCC, Open), team compositions (Olympiad, youth).

Making decisions without consulting the governors and constantly bending the law can be annoying as well.

Like Trump, he is simply too narcissistic to not read any post in which his name might be mentioned. He simply maintains the appearance of ignoring certain people by not replying directly to them. Instead he posts "snide remarks" which show he is keeping up on things.

This wording in the Handbook and even website predates the new constitution. There is no tournament membership. It is simply a tournament fee for playing in a CFC event without having a

ah yes, the old "not a membership, it's a tournament fee". Lyle Craver always gets upset when I say Tournament Membership saying the CFC does not like the term, it's not official language, and it's a "tournament fee"
b) the language of all motions relating to this charge refer to "Tournament Memberships". The CFC Executive does not get to unilaterally change the language on this. It is the exclusive preserve of the Governors (excuse me, the Voting Members.....)
I take responsibility for chapter 4 (rating) and chapter 10 (Chess Foundation of Canada) and I ensure that any policies agreed by the governors are captured in the handbook.
Sometimes it takes a while to get updates done because the CFC office is quite busy but eventually they get done.
I have never accepted the theory that (at least those sections of) the handbook are obsolete and any time I face a decision regarding ratings or the Foundation I follow the guidance in the handbook.
I have repeatedly offered to work with anyone re-writing the handbook and do my share in the re-write of chapters 4 and 10.
I'd be happy to hear from anyone who sees an error or improvement in those chapters.
