    From the CFC Handbook. Note that the TD has discretion concerning the applicability.

    418. Late Arrival Forfeits and Undeclared Dropouts. If a player either forfeits a game by arriving late or does not advise the TD that he/she has withdrawn from a tournament and subsequently loses a game by default, that game is treated like a game actually played and is rated. If the TD deems that circumstances beyond the individual’s control prevented the defaulting player from attending, that player may be awarded a zero point bye or half point bye at the TDs discretion. A game is not rated when both opponents fail to appear for the game. A defaulting player will not normally be paired for subsequent rounds unless prior arrangements are made with the TD.

    Hi Paul:

    Legal Issue - since coming under the NFP system some time ago, the legal documents are now the incorporating document and the official by-laws.

    It has been said numerous times that the "Handbook" no longer has any legal status.....may just be "guidance".

    Yet there is material in the Handbook of value and still relevance.

    If you want this old Handbook section to have some bite, should there be a new basket "Policies" by-law created, and CFC dumps into it from time to time, those parts of the Handbook it still wants to apply. It need not be on a whole review of the Handbook basis, as Maurice Smith once did long ago. It could just arise by piecemeal amendment.

    This might eliminate much of the confusion that still exists about how to treat the old "Handbook".

      For someone who has paid an entry fee of something like $20 per game, got up early, maybe paid for taxi or hotel room, it is very irritating to have no game.

      In this day of smart phones, can not the player email or text the TD???

      Although maybe too late, can not a TD phone/text/email a player who hasn't shown up? Maybe ask if they have been taken to a hospital?

      There should be a published list of players who forfeit. If they do it often, they should be banned.

        Lyle Craver has proposed a mechanism where we might update the handbook. I have agreed to serve on his committee to do so. I think we should start with the parts that we use all the time (CYCC, Canadian Open, Canadian Closed, Olympiad team, rating system) and add to it as we get interest and volunteers. I would hate to divert too many psychic resources to this when we are having such fruitful and beneficial results in other areas that ultimately impact us much more than the old handbook can.
