    M-03 Request to waive a transfer fee for an indigent disabled player (PHI->CAN)

    DECISION MB-2020-069, taken on 2020-10-08:

    " WHEREASFIDE has a Charter mandate to "encourage and support any effort aimed to improve the inclusion of disabled or differently abled persons in chess events" (Art.2.11) and to "bridge socio-economic divides among individuals and countriesregarding access to chess activities" (Art. 2.12), andWHEREASThe Management Board has examined a request from the Chess Federation ofCanada (CFC), a letter from the National Chess Federation of the Philippines, anddocuments from the FIDE Commission for the Disabled and the Qualification Commission,

    NOW, THEREFORE BE IT RESOLVED:
    1. To waive, for humanitarian reasons, any and all fees due to FIDE for transfer ofGilbert Perez, FIDE ID 5215277, from the Philippines to Canada;
    2. To inform the FIDE Council of this decision to waive transfer fees;
    3. То facilitate any future transfers of disabled U-2000 players;
    4. To instruct the FIDE Elista office to accomplish Mr. Perez' transfer immediately upon receipt of the proper documents from the player;
    5. To recognize that Mr. Perez is eligible to play for Canada in the First FIDE Online Chess Olympiad for People with Disabilities and to instruct the Commission for the Disabled to assist the CFC in registering Mr. Perez as a disabled player under the new flag in time for the event. "

    Dear President Dvorkovich and Members of the FIDE Management Board,

    I would like to thank our FIDE president Arkady Dvorkovich and the management board of FIDE for this wise and kind decision. I would like also to thank the National Chess Federation of the Philippines, the FIDE Commission for the Disabled and the Qualification Commission for their role making this decision possible. Most of all, I would like to thank Vadim Tsypin for his help in bringing this to the attention of FIDE and helping Gilbert Perez to have this opportunity to play for his new country. You have done a good deed here.
