Dear President Dvorkovich and Members of the FIDE Management Board,

I would like to thank our FIDE president Arkady Dvorkovich and the management board of FIDE for this wise and kind decision. I would like also to thank the National Chess Federation of the Philippines, the FIDE Commission for the Disabled and the Qualification Commission for their role making this decision possible. Most of all, I would like to thank Vadim Tsypin for his help in bringing this to the attention of FIDE and helping Gilbert Perez to have this opportunity to play for his new country. You have done a good deed here.

I and the Chess Federation of Canada are grateful to you all and would like to thank you for the wonderful job you are all doing in these very challenging times of pandemic. I have never been prouder to be a part of the FIDE community. With very warm regards,

    Vladimir Drkulec
