Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links

12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.
Well you know what happened when they moved the rating fee from $2 to $3. Ratings income stayed virtually the same. So all they did was alienate a bunch of players. Of course membership fees increased $3 at the same time.
Judging from the amount they pay for entry to the CYCC it shouldn't be a problem. What with high entry fees, high coaching fees and the esteem of a high rating, the extra money shouldn't even slow things down.
There is an alternative for the junior rating - CMA
That's nice and has a good purpose. Still, it appears to me the parents want national ratings, FIDE ratings and world championships and titles. To run up 50 dollars in rating fees a person has to play in 10 events. How much is an hour with a coach these days?
... I don't understand why rules get broken at every single AGM?
What's this ******** about eliminating provincial portions of fees, without speaking to the provinces about it first?!
Finally, am I reading this correct that even junior events are now $5 per player!? If so, the CFC has just taken a gun and shot themselves. All that remains to be seen is where the bullet hit and how bad the damage is.

The motion seems to be in order by my reading of the Handbook. That doesn't mean its advisable or that it can't be reconsidered or rescinded. The removal of provincial revenue in tournament fees is questionable to say the least. Anyone who voted in favour of the new fees, including by proxy, can move reconsideration in the next GL.
3. Any amendment or revision of these By-Laws; any matter pertaining to any international agreement between the Federation and any international or foreign Chess Federation or Association; and any matter pertaining to the payment of dues to the Fédération International des Echecs may be made, (a) at any Annual Meeting of the Assembly, providing that a notice of intention to submit such matter to a vote has been received by the Secretary at least 30 days prior to the date of such Annual Meeting and has been transmitted by the Secretary to each Governor at least 14 days prior to the date of such Annual Meeting and that any resolution pertaining to such matter shall be approved by at least a two-thirds majority of the votes of those present and entitled to vote, including proxy votes.
Where's my 14 days notice? Did you get yours?

1. Either of two methods of collecting fees may be used: a) Both Provincial and CFC fees are sent directly to the CFC Business Office. Every three months the CFC Executive Director will remit fees due to the Provincial Associations, together with the names of members whose fees have been collected. ...
Like many things in the handbook it's ambiguous however nowhere does it state that the CFC has the right to change/modify provincial fees, it merely states that the CFC is required to collect such fees on behalf of the provinces.

The fee for that tournament is already high. Isn't the entry fee set by the CFC? I suspect the increase in rating fee will come from the entry fee.
The Americans charge tax on prize winning the way I understand it. They charge taxes on casino winnings. That doesn't seem to deter people.
It says the CFC will collect provincial membership fees (option b after what I quoted describes how the province collects feels and sends only the CFC portion on to the office).
Therefore if the province says we charge a fee on this type of membership, the CFC has to collect it.
