Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:

* Material that infringes intellectual property or other proprietary rights of any party

Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.

14. You should exercise the same caution with Private Messages as you would with any public posting.
As there are 33 foreign players in a Swiss, players don't have to play 3 foreign players, can get the norm playing Canadian GMs and IMs.

Erik, you are correct in your assessment of norm possibilities; however you forgot to consider the fact that for norm purposes, players can actually increase the rating of their lowest rated opponent. For GM norm purposes, the rating becomes 2200 and for IM norms its 2050. In either case, for the players that you mentioned it doesn't actually make a difference whether real ratings are used or the lowest rated opponent's rating is increased.

My understanding is that only the first UNRATED player become the minimum. And I did that for Samsonkin's list. The second unrated, if he faced one, would be 1200, destroying norm chances. He would have gotten the GM norm if it was normal accelerated pairings, and played CFC masters in the first few rounds.

I see now that you did that for Samsonkin, but not for Bindi (his 1lowest rated opponent could have been made into 2050). I don't know if accelerated pairings would have made a difference to him, as personally I am not a big fan of it but thats another story.

Low rated players can be raised to 400 below, but I thought only unrateds to 2050?
Bindi drew his last game, but average rating 2233 67 points too low (2290) for a GM norm.

played 3 GMs and 1 IM so doesn't meet requirement of 5 Title Holders. The 3 GMs count as 4.5 IMs, for that's a different requirement.
I consider that FM don't count as a Title Holder, just GM, IM, IWM but I can't cite the regulation where that is spelled out.

Lowest rated opponent can be raised to the level floor (it doesn't matter if they are unrated or just lower rated).
Here is the rule:
.46c For the purposes of norms, the minimum rating (adjusted rating floor) for the opponents shall be as follows:

Woman Grandmaster 2000
Woman International Master 1850

What's the avg. rating for Shiyam's opponents? Did he get an IM norm as well?
If not, it should be pretty close.
The average for Shiyam was 2277 which was just short of the required 2284; Additionally, I think that he only played against 4 (and not 5) titled opponents anyway.
