As far as I know, you can not change the pairings for FIDE tournaments once they were posted? Is that correct?

Also, what is the rule/procedure if you forget to pair players already registered?

    Thanks to all ..

    Re : FIDE rules

I believe you are not supposed to change the pairings unless there are major changes or mistakes (i.e. a rule that is broken or some players that are not paired). But, very often the pairings are only tentatives and thus can be changed.

If you forget players and that the round has already started, you need to give them a full point bye. However, it is frequent that the arbiters do the pairings again if they have the time before the round. I even saw an American arbiter pairing up a player with a player from another section (!).

Handbook :: C. General Rules and Recommendations for Tournaments

      06. FIDE Tournament Rules

      B. Pairings

      (c) If a player withdraws, is excluded from a competition after the drawing of lots but before the beginning of the first round, or there are additional entries, then the announced pairings shall remain unaltered. Additional pairings or changes may be made at the discretion of the Chief Arbirter in consultation with the players directly involved, but only if these minimise amendments to pairings which have already been announced.

      - - - - - - - - -

04.1. Swiss System Based on Rating (The Dutch System)
      F.6
A pairing officially made public shall not be changed unless it violates the absolute pairing criteria (B1 and B2).

      (B.1
Two players shall not meet more than once.
A player who has received a point without playing, either through a bye or due to an opponent not appearing in time, shall not receive a bye.

      B.2
No player's colour difference will become >+2 or <-2.
No player will receive the same colour three times in row.)

04.2. Regulations for Swiss System Tournaments (The Lim System)
      Pairing Systems:
The pairing system used for a FIDE rated tournament shall be either one of the published FIDE Swiss Systems or a detailed written description of the rules shall be handed over to the participants. Accelerated methods are acceptable if they were announced in advance by the organizer and are not biased in favour to special players.

It is not allowed to vary the correct pairings so as to maximise a players? opportunities to fulfil title requirements.

      Late Entries:
Any prospective participant who has not arrived at the venue of a FIDE rated tournament before the scheduled time for the pairings of the first round shall be excluded from the tournament as long as he does not show up at the venue in time before a pairing of another round. An exception may be made in the case of a registered participant who has given written notice that he will be unevoidably late. No player shall receive points for unplayed rounds. A player who is not present cannot receive the bye.

      Initial Ranking list:
Due to the principles of rating based swiss systems the initial ranking of a player is according to his FIDE rating. If the player has no FIDE rating his initial ranking will be determined according to the best available informations about his strength (e.g. his national rating adapted due to the relation between FIDE rating and national rating).

      CHANGING PUBLISHED PAIRINGS
The pairings once published shall not be changed unless two players have to play the second time.

      Withdrawals:
A player who is absent without notifying the arbiter will be considered as withdrawn unless the absence is explained with acceptable arguments before the next pairing.
