The pamphlet seems a good idea (although the Canadian Closed is not looking for foreign players :) ).

Aren't games being FIDE rated in all sections as the flyer says?

If so, then why are players put in sections strictly according
                to their CFC rating?

And why can't anyone 'play up' this time?

CFC ratings are more prevalent and thus we believe more representative of playing strength for this event.

We discussed playing up, and we decided to promote more competition within rating groups. There are pros and cons to this rule.

The flyer isn't totally clear, as unrated FIDE players must score 1 against 3 FIDE-rated players to obtain their first FIDE-ratable performance, so most in the U1900 will not, and very few -- if any-- in the U1600 will be FIDE rated.

Secondly, the flyer doesn't clearly say that the tournament will be CFC rated, or that CFC membership is required. And as it says players must have CFC ratings, than how will unrateds be placed? And what prize will unrateds be eligible for?

I consider the prize fund for the U1600 section too high, based on the lower number of participants in recent history -- unless they get an influx of juniors from their school programs.

Otherwise, good detailed information and a great team of Arbiters.

It's nice that they are clear. I would have offered playing up one section for 2X entry fee. The July 11 update would hopefully catch rising juniors who want to play up. Giving a couple of individual exemptions for juniors based on recent performance ratings would create conflict with other parents.

There has been some strange tournaments recently where almost all the 1800s would play up so that the U1900 is really U1800 which doesn't look right.

But what about the border players who go back and forth across 2200, 1900 or 1600. I think players who usually are above 2200 (or 1900 or 1600) but recently dipped down should play up if they want. Or they have to sit on their rating and be inactive?!

Hi Hugh et al, the pre-registration list (so far) will be posted here soon, and in some other places. The last few days have seen registrations hit 45, with a foreign GM. As the first official list becomes public, then it will be easier to update it at least weekly.

The primary rating being used is the CFC Regular rating.
However, the Organizers/Arbiters reserve the right to adjust ratings upwards, based on applicable other ratings. For example: FIDE, FQE, USCF, etc.
