Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links
* Any link to or any images from a site containing any material outlined in these restrictions
* Any material deemed offensive or inappropriate by the Board staff
12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.
The OCA 2012-3 Financial Meeting is currently going on , and is Open to the public. OCA is significantly trying to be more transparent re its finances, given some of its past history. There are plenty of murky OCA tales from the recent past, including an $80k potential criminal fraud, perpetrated (probably solely) by the former OCA President Barry Thorvardson, against the Trillium Foundation. This escapade has done untold damage to chess in Ontario and Canada, and to the future possibilities of obtaining large amounts of grant money for event bids, such as the 2016 Olympiad.
The sleaze, and the reluctance of Canadian chess leaders to take sufficiently strong steps against those who perpetrate it, has led to some organizers, including myself, being much less involved than before, and everybody loses out because of that. My point is: Why be associated with such antics, when there are so many more productive ways to use one's time and talents!?

An audit would cost at least two times the OCA's annual budget - not likely that that will happen any time soon.
In a typical year there are as little as two cheques coming in and a dozen or so going out - I'm not sure exactly why you'd need a professional to do it.

Some years have elapsed since the worst of the OCA's history you refer to, Frank. The question is, when has enough time passed to begin to look more forward, rather than back.
Regarding the past, I don't recall much concerning the Trillium 'escapade', other than when I first heard of it, I was appalled.
Later on, one former CFC President told me he thought Mr. Thorvardson was technically within the rules in doing what he did, though I didn't know what to make of that.
In any case, some years later I was a bit put out when the OCA changed it's constitution to 'compel' CFC Governors to also be OCA Governors, if they were from Ontario (don't know what the CFC had to say about that).
However, since then more time has gone by, and now being a CFC Governor I need to also be an OCA one, so I feel I may as well try to at least attend OCA meetings. I don't feel uncomfortable with this now, as there has been a heavy (total!?) turnover of persons on the OCA Executive since the Trillium escapade.
To try to put this into some context, there used to be an Eastern Ontario Chess League (EOCL) many decades ago, and I heard long ago that it was so badly rocked by such a terrible scandal that it was disbanded, and subsequently a new organization, with different people, replaced it.
That would be the Eastern Ontario Chess Association (EOCA), which was renamed thus in order to help rid the stench of whatever scandal there had been with the EOCL.
Hence, that is why to this day the EOCA is no longer called a league, but rather an association (although technically it is a league within the OCA).
I don't think the OCA has yet reached the point where it needs to be disbanded, and renamed, in a similar fashion.

Tens of thousands of dollars worth of cheques never even approved by the OCA executive? Not to mention corporate conflict-of-interest?

So I assume then that you have quotes for the cost of the audit. How much was it? Who were the firms that quoted?
A professional or an audit would provide better assurance given that the organization has a troubling financial history as outlined by Frank's post.
