Pairs of "identical" national flags:

Indonesia and Monaco (dimensions differ slightly)
Chad and Romania (shades of blue differ slightly)
Andorra and Moldova (different coats of arms)
El Salvador and Nicaragua (different coats of arms)
Luxembourg and Netherlands (dimensions differ slightly)

The Latvian flag is purple; Austria's is red. The white stripe in the middle if the Latvian flag is narrower. Maybe that wasn't close enough for the writer of that Web page.

I noticed the Netherlands and Russian flags look similar, with the red, white and blue horizontal stripes. (maybe the order is different?)

Also Poland and Monaco (but Poland has the white stripe on top, I'd better remember that:) )

The only three teams with identical flags are Turkey, Turkey B, and Turkey C.
