General Guidelines
---- Nous avons besoin d'un traduction français!
Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links
* Any link to or any images from a site containing any material outlined in these restrictions
* Any material deemed offensive or inappropriate by the Board staff
12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.
Sasha, let me be the first to commend you on this move. Whether or not you succeed, you are showing genuine concern for the state of chess in Canada. No one, and that includes the vanguard of the old boys' network Steve Douglas, should disrespect you for wanting to better the current dismal state.
You are running against someone who first of all says he'd very much like to get away from the CFC President position and go back to his kids in Windsor.
I have been neglecting them. At the moment we are only sending 23 or 24 Windsor kids out of the 300 or so that are attending CYCC. Windsor is less than .7% of the Canadian population. If everyone else in Canada sent kids to CYCC in the same proportion there would be 3500 kids attending CYCC. We would be sending 30 or more if I had the time to focus more of my attention on the local chess scene though I might run into limitations on my time since I spend almost every day working with the local kids. Only in Paul's world would it be a drawback for a CFC president to actually want to work with kids to increase the interest in chess.
I think you should use that against him.
Please do, Sasha.
Whoever is to be CFC President should WANT to be CFC President and should WANT to tackle the serious challenges.
If I didn't want to be CFC President, I wouldn't be running to be CFC President.
But second of all, you are running against someone who is anything but transparent as he claims to be or at least to want to be.
I think I have been pretty transparent.
Example: for the past several days, Sid Belzberg has had an offer on the table for Vlad to consider. Publicly posted here on ChessTalk. The response from Vlad on ChessTalk: absolute silence, until he just posted yesterday something about claims that FIDE supported Russia's annexation of Crimea are false, and so Vlad hasn't changed his stance. This is according to emails and tweets from FIDE officials. Well, duh! Charles Manson is probably still maintaining his innocence too!
But let's forget about FIDE and Russia for a moment, let's focus in on Sid's offer. As Kerry Liles posted, Sid was more than magnanimous in trying to set aside all the insults Vlad had sent his way and just make something work between them. Sid showed that he can be forgiving and extend an offer in the pursuit of what is best for Canadian chess. But here's the key: Sid wrote that Vlad could contact a few people, a certain Michael K and even Garry Kasparov himself, if Vlad wanted corroboration or evidence on the FIDE / Crimea claim.
I count seven emails from Sid yesterday. Michael K was copied on all of them and responded to one of them. I probably made a similar number of emails back to them. I also had some email exchanges with Rick Roth Director of Communications for the Canadian Foreign Affairs minister the Hon. John Baird, P.C., M.P. It is not in my job description as CFC president that I have to keep Paul Bonham informed of my correspondence on a national holiday no less.
Did Vlad ever contact Michael K or Garry Kasparov? WE DO NOT KNOW. Vlad has remained steadfastly silent until he comes out with the stuff about FIDE tweets / emails. So for evidence that FIDE has not supported Putin, Vlad relies on... FIDE.
I and members of the executive have asked for some reliable, independent confirmation of these claims. None have been forthcoming. If you are going to claim that FIDE made some announcement you should be able to point somewhere where that announcement was made. I have asked for two names of players whose federation has changed recently from Ukraine to Russia and have received no answer.
And while the whole readership of ChessTalk, many of whom are paying CFC members, waits to find out if Vlad contacted Micheal K or Garry Kasparov to hear out the other side, Vlad has nothing to say on that at all. Nothing. Thanks for the "transparency", Vlad!
Transparency does not mean that I have to give a blow by blow description of every action I take, immediately after it happens in order to satisfy a non-member and a troll such as yourself.
Gary Kasparov is running for FIDE president. The burden is on him to reach out to his voters. If he put as much energy into talking to us as he has in trying to punish us maybe there would have been less acrimony. The executive have been talking to Sid Belzberg his close personal friend and Robert Hamilton who is Kasparov's man in Canada. Michael K has indicated that Sid is not part of the Kasparov campaign. The members of the executive were under the impression that Sid was part of the campaign.
If you are busy, who will do the work which is required? Names, please. What is the budget for this?
How do you intend to increase the membership to 5,000 by Sept. 2015? Will this be members who are paying the current membership costs?
Is it fair to say you have no real experience administering a chess federation?
Is it your intention to change the Canadian vote for FIDE president without agreement from the executive if you become CFC president?
Gary, you sound to me as one of the sceptics - I have no problem with it! Enjoy!
As I've said before I'm in my private business and can allocate the time required. As you see I'm answering your and many other posts!)))
Membership increase could be done by many ways, and at this time I'm working on details.
It is fair to say that almost every year CFC's new incoming President has "no real experience administering a chess federation", agree?
The Canadian vote for FIDE president will be casted only in August. Right now we are dealing with an endorsement, which was never explained here in spite of several promises to do so. The incoming Board of Governors/Voting Members will have an opportunity to have their say on the matter. CHEERS!!!
Some questions
(1)What is the current financial state of the CFC?
I am still waiting on the final numbers and verification of receivables and payables but it is fairly solid for the moment. New requirements of the NFP act and FIDE America with respect to payments will probably move us close to break even for the next fiscal year unless we can increase memberships. Financials will be presented at the AGM starting in five days.
(3)What are your budgetary assumptions for the next operating cycle?
(4)What is the discretionary budget you are assuming for all things you are proposing?
One assumption that he is making which is incorrect is that the CFC is a registered charity. That is no longer the case.
(5)What are your chess/organizational accomplishments in the last couple of years say?
And how will you be a decent president if you are already very busy?

Gary, here are the thoughts of the membership growth from ... our President Mr. Drkulec:

THE POTENTIAL FOR CHESS IN CANADA
How realistic is a goal of 10,000 CFC members in ten years? It is quite realistic and merely requires some active and strategic intervention by the volunteers already working to expand the popularity of chess. This membership level would reflect a participation rate only slightly higher than the one the USCF currently enjoys.
Gary, here are the thoughts of the membership growth from ... our President Mr. Drkulec:
The CFC membership numbers have been disappointing for several years. I've mentioned that on chesstalk before to a few CFC presidents.
The potential for the CFC is probably around one tenth of one percent of the population. On a population of 33 million that would be approximately 33,000 members.
I thought it was a mistake to make a new CFC web site without a server for the members.
It's not completely the fault of the CFC administration the membership numbers are lower. There are less chess clubs than in past decades and the one there are seem to have fewer players. I'm not sure how many clubs make CFC membership a part of their membership fees but that would be helpful.
To increase the CFC membership numbers it's necessary to have the cooperation of the organizers in the provinces.
Vlad, where is your promised explanation of the reasoning of the endorsement of Ilyumzhinov?
I need to get agreement from the executive on what to include and what to leave out. Some of the executive don't think we should make any additional statement. The last day was spent responding to the moves of the Kasparov campaign.
In the last week or so I have played in a tournament with the Windsor kids, given lessons to kids, taught a chess class, attended meetings with hotel officials to get pricing for the CYCC that we are proposing to hold in Windsor. I have had meetings with other chess organizers in Windsor dealing with our preparations for this year's and next year's CYCC. I spoke at length on skype with Hal Bond several times. I spoke to reporters from the Globe and Mail and Vice.com and a producer from Sun TV and also exchanged emails with a number of the same people.
That statement is not my highest priority at the moment.

You've said here previously that you are working on some last details. I AM WAITING, SEVERAL OTHERS AS WELL!!!
