Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links
* Any link to or any images from a site containing any material outlined in these restrictions
* Any material deemed offensive or inappropriate by the Board staff
12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.
Being a governor of a registered charity looks good on a job resume. It's not like people have to say they don't bother participating in the decision making.
Maybe the CFC should start to charge own governors for that (or introduce a governor's fee)? :D

So charge $100 deposit to be a Governor. If he or she votes 100% in regular ("with proper notice") email votes for the year, the money is refunded. This would cut down the raw number of Govs, and later the number of deadwood Govs.
Instrument (cheque) handling is always an issue, but since most Govs are there year after year, they'd just continue, they wouldn't see a refund and they wouldn't have to write a new cheque. CFC might consider having an accounts system, once they've cleared up any existing computer issues.
Haven't there been refundable deposits in the Canadian Championship? Complete your RR schedule, get your money back? Sauce for the goose is sauce for the gander. Or if you prefer, the people who make the rules are not above them.
I never thought of charging a deposit but it's a wonderful idea! A performance bond!
Then when people complain about the membership fee the governors can tell them they (the governors) have to pay 100 bucks in performance bond.
Is there currently any requirement the governors be CFC members and keep their membership current?
The problem with the system is the governors would have to vote this into the bylaws. I've noticed over the years people have more of a tendency to vote themselves positive benefits for performance rather than punitive measures for non performance.
There was a very nice feature last evening on CTV regarding the School Championship. Ted Winick (sp?), whom I've never met, was interviewed as were several children. I thought it was very positive for chess. (I hope Bob won't mind this small divergence from the governors topic.)

I was advised ( I didn't research it myself ) of a Governor whose CFC membership lapsed and wasn't renewed, while he was a governor ( or it was that he never renewed when he became a governor, nor during his tenure ). - Nice.
The rules only specify that you can't be selected as a Governor by your province if you are not a CFC member. We started really enforcing that a few years ago, it was hit and miss before then.
Unfortunately, nothing in there about all the other ways of becoming a Governor. And nothing in there about current Governors who lapse.
Just for a moment there, I thought I might get a response to my request above. Will you respond with some Back-Up to your outrageous claim about abuse of proxies?
There are 3 non-executive officers of the CFC. Two of them are among the 23 Governors-at-Large. The Women's Coordinator is one of the two. So Bela is a governor.
Also, the webzine shows her CFC membership expiring August 1, 2009.
What is interesting though, is that she has never played in a CFC-rated tournament, though being a member.

Addition to CFC Bylaw 1, paragraph 13 concerning eligibility of members for CFC Governorship: Any provincially elected Governor found not to be a CFC member in good standing shall have his/her voting privileges suspended. Once suspended the governor and his provincial body shall be notified and requested to bring his/her membership into good standing not later than 30 days from his/her election or expiration of membership. In the event that the Governor's membership still not be in good standing 30 days after the suspension, the president of the provincial / territorial organisation and the Governor shall be notified that the Governor's seat is declared vacant. A request that a by-election be held to fill the vacancy shall also be made to the provincial / territorial organisation." For (14)
