Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links
* Any link to or any images from a site containing any material outlined in these restrictions
* Any material deemed offensive or inappropriate by the Board staff
12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.

The FQE's calendar shows the Quebec Open starting on Saturday, July 18. Will this be an overlapping event, or will it replace the Quebec Open this year?

Yes, this replaces (in fact is merged to) the Quebec Open.
While the Quebec Open was originally scheduled to start on July 18, the AIDEF requested a free day during the tournament and asked the tournament to start on July 17 instead. Hal Bond helped the FQE for this project and is well aware of the conflict. I believe he and the FQE president were working on an arrangement that would avoid any conflict.
I would also like to point out that the document published by the AIDEF is not 100% final, hence why we waited before advertizing all the details on Chesstalk. Some things are still to be finalized, such as the exact venue, but players should expect to have all the final details (in French and English) very soon. In any case, the dates cannot not be changed.
For those who do not speak French, here are some of the main details from the link provided by Rene :
The Quebec Open will be merged with the 3rd International Championship of French-Speaking Countries. All participants must come from a member of the AIDEF (which includes Canada, although it seems like the CFC hasn't paid its annual membership fee :) ), but are not required to speak French.
July 17-26 in Montreal, 9 rounds. Two sections (Open and U1600). $20 000 in prizes. There will also be a blitz and a rapid championship (15 mins + 5 secs).
Each of the 33 AIDEF countries are entitled to a representative (free accomodation + food).

2015 Canadian Zonal: July 9 - 16
This event will take place from July 9 (arrival day) to July 16 in Peter Clark Hall at the University of Guelph. In order to accommodate the 2015 AIDEF Championship in Montreal, FIDE America and the CFC Executive have both agreed to a 9 round event instead of 11 rounds as originally proposed. This will also permit the use of FIDE’s time control of 40/90, G/30 +30 seconds per move throughout the game.
AIDEF Championship : Montreal July 17 – 25.
Congratulations to FQE President Bernard Labadie and his team on their successful bid for the 2015 AIDEF Championship. AIDEF is the international francophone chess association and this will be the first time for their flagship event in Canada. It will be held in conjunction with the 2015 Quebec Open.

Noting that countries such as the US and Cuba are not members of the AIDEF, does that mean that citizens of these countries will not be permitted to play? We may lose out on our usual group of strong Cubans.

In the case of the USA, it seems likely that their members will be able to participate. There is a seizable French-speaking population in the USA, especially in Louisiana. The federation might have to pay a fee (I think it's something like $100 to be part of the AIDEF). In any case, I am sure the AIDEF and our executive will look at the different options for American players.
I a not quite sure about Cuban players, however. That said, one of the reasons there was a pretty strong group from Cuba is because we were inviting them and helping them cover their expenses. I am not sure it would have been the case otherwise. Instead, we will probably have more players Africa.

I like it. Sort of an european approach. First we acknowledge whatever minority you're part of and then we proceed to bend the rules as much as possible so that anybody can participate.
Good job. And I'm not being sarcastic. That's the way it should be done.
