Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party

12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.

14. You should exercise the same caution with Private Messages as you would with any public posting.
According to another source down this thread the Ethics Committee is "defunct". Surely this sounds like more juicy food for K. Spraggett...
The Committee is not "defunct", but obviously at the moment severely undermanned.
In it's absence, the business of "conflict of interest" will be discussed by the Governors at the January on-line meeting, which will hopefully produce some rules for the future.
We will continue to welcome volunteers for this Committee, for future issues.

Asking for volunteers for an ethics committee is comical. Have you considered asking people who have ethics to serve on such a committee?
Regarding "rules for the future", the current rules are in the handbook. The handbook has all the rules and regulations associated with the organization.

Isn't the CFC run by volunteers? I hope the CFC pays Gerry & Co. to do what they do (replacing the former office staff), but every other effort is done on a volunteer basis, so I don't see an alternative to asking for volunteers for the Ethics Committee... Appointing someone or someones likely won't work.
I also assume that anyone who volunteers and is without ethics would be rejected...
GTCL/Ont. Governor Ilia Bluvshtein, who I believe is our one remaining member of the Ethics Committee at the moment ( elected at the Toronto July AGM ), has broad shoulders ! - maybe he'll be able to keep the issue from sinking into the waves until help comes !

Wearing "many different hats" does not necessarily cause conflict of interest. Nowhere in my posts did I say that people should not be allowed to wear many different hats. However, **IF** a conflict of interest should arise as a consequence of wearing different hats, then that individual should be expected to do the ethically correct thing, namely: declare the conflict and let others who are involved decide whether the conflict is material and warrants that individual excusing themselves from discussion/decision making/etc.
What is so difficult about this? Whether it's an old hand, like a Roger Patterson or a Mark Dutton, or someone new to the game, shouldn't everyone who bids for the right to run a CFC event be entitled to believe that their bid will be assessed objectively and impartially on the basis of its merits?

Peter, there is a spot on the Ethics Committee. It looks you would be a good candidate to craft the high ethical standard.
Are there any indications Peter that indivdiuals who voted on the CO and CYCC bids were in conflict of interest?
Hi Ken. I forget who first brought this up, but someone put the question (paraphrasing): can an individual be part of the organizing committee for one bid and still exercise their duty of impartiality as a governor with respect to assessing competing bids? I say no. I say that that individual has a conflict of interest, that s/he should openly declare that conflict, and that s/he should then withdraw from discussion/voting on the matter at hand if it is deemed (by whom? a CFC ethics committee perhaps?) that the conflict is material.
In the case of the 2011 CYCC, I believe the matter of conflict was amicably resolved among the bidding parties by Bob Gillanders. So the question now is, to paraphrase Bob Armstrong, what will be the CFC's ethical policies/guidelines for the future.

what I think is that you are creating mountains out of mole hills and hallucinating an imaginary conflict of interest.
