Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party

* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links

12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.

As well as the numerous postings against the agreement (mostly from the same one or two posters) - there is also a recent (very long) one in favour from an "non-elite" player.
My in-person survey of Montreal players continues - everyone I have spoken to is either in favour, or doesn't care (but the majority haven't heard of the agreement).

I had pretty much the same results. I found very few people opposed to this agreement, and most of the time it was simply because they had misunderstood it. However, as always, those who are in favour simply congratulate the FQE, while those opposed to it go on Chesstalk and try to rouse the masses :D

I will publish on Monday in HPE comments and names of those who have expressed their opposition to the deal. Those include a former FQE president (for 8 years) three arbiters, two or three chess clubs and a fair amount of individual stands from people all over Quebec, all that gathered during a vacation period where almost all chess clubs are closed for the summer! These are not hearsay... Of course in Montreal opinions are more divided because for half the chess population (apparently including Mr Dumont) to have a strong chess federation committed to provide services in french does not mean much. And furthermore people are not sufficiently informed yet. This deal has not even been presented yet in Echec+, the FQE magazine, and apparently will not be before it is rejected or accepted. This in itself is already a major flaw to a process that should lead to its rejection.

The deal has been amended by the FQE. This in all likelyhood means that it will have to be rediscussed by the governors and put out for voting once again, unless a referendum is held which, if it happens, will most probably kill the deal.

So far the count is the following. 34 people have expressed publicly their opposition to that deal either on «Parlons-Echecs" and quebecechecs.com (most of them) or in emails sent to me to be shown publicly. I can at any time show these names if needed. On the other side about 6 people have shown some support for the deal, including Dumont and Poulin. Outside the FQE board, among informed members, support is virtually non existent. So far english speaking montrealers have been silent. They just don't care about the FQE, but more importantly I think that they dont care much more about the CFC.

The FQE executive unanimously supported the agreement a couple of weeks ago. However, the representatives also had to support it. As Kerry pointed out, they support it, but with a few minor clarifications. They included the need for a player to take a membership from his territory (FQE for Quebec residents, CFC for Canadian residents). It was apparently the goal of the agreement, but was not clear enough. It should not change anything for the CFC governors, as the spirit and the result of the agreement is the same.
As Kerry showed though, if 15% of the FQE members wish a referendum, the FQE will hold one before September 30.
The CFC Board also voted overwhelmingly to support this agreement.
This is great news for the CFC, the FQE and for Chess in Canada! :D

The agreement has been modified by the FQE my friend, to create two kinds of CFC members : those from outside Québec who can play FQE events in Québec without FQE membership, and those residing in Quebec who cannot play FQE events without FQE membership. A minor but significant change in my opinion, which will effectively shut down the CFC membership in Québec. That could be a significant enough change to require another governor vote, and possibly a little bit of discussion. Who knows :) ? Otherwise the parties will have an agreement on different documents... which could make opting out rather easy. :) Frankly I would not object to a "deal" like that.
By the way, for curiosity, it has been stated by a FQE board member last night, as an answer to a question about opting out of the agreement, that if the deal proved to be unfavorable to us, simply stopping payments would put an end to it. This kind of thinking goes hand to hand with the FQE president description of the deal : a "living agreement" that will change all the time thanks to both parties "good faith".

How many CFC members are there now in Quebec? I never heard Quebec was a hotbed of CFC members but I could be wrong. If this deal is going to kill CFC membership in Quebec I don't think it would have to exert itself all that much.
