Nah, his position looked problematic before I showed up. I came around move 25 if I remember right and he had a mass of central pawns against passed pawns on both rook files. Probably what brought him bad luck was that there was no Canadian flag flying from the rafters with all the other flags.

The organizers had done an excellent job from what I could see. There was a spectator area and the top 4 boards were projected on a huge screen. The name cards were the best I´ve ever seen done. I´m sorry I didn´t play in this one. I considered it but 10 or 11 days in one place is a long time when you are touring Europe. It would have meant I would have had to miss seeing Nice, Cannes and Monaco last week and Lisbon where I am going next. It also looks like I won´t be playing in Dieppe because our school in Paris has reminded us repeatedly that we are not to be there later than August 29th. So Antwerp and Basel at Christmas-January and maybe Paris in September look like my next tournaments here.

From the Fide Laws of Chess, Article 12.6
"It is forbidden to distract or annoy the opponent in any manner whatsoever. This includes unreasonable claims, unreasonable offers of a draw or the introduction of a source of noise into the playing area."
      http://www.fide.com/fide/handbook.ht...4&view=article

If any of these violations of the rules happened at the Edmonton Chess Club, the Tournament Director would likely give a warning the first time, and then start penalizing by taking time off the player's clock.
We have quite a few juniors playing in our weekly Thursday night tournaments (CFC rated), and also in our weekend tournaments (cash prizes, CFC and FIDE rated). But I haven't seen these disruptions much, because the Tournament Directors usually keep good control of the tournament and enforce the rules.

If your opponent breaks the rules by intentionally distracting you, go to the TD and politely explain what your opponent is doing. He should go to the player and give a warning, to start with.

It is illegal to intentionally distract your opponent in any way other than by playing good moves. Repeatedly offering a draw is also illegal.

No matter how big and bad you are, when a two-year-old hands you a toy phone, you answer it.
