Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party

12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.
it is interesting to see that there are 22 players registered in U12 Girls at this time(while other girl's sections have much less participants, some even have only 2 or 3 registered), all CFC published top 10 U12G players are participating, including players from Vietnam, Quebec, BC and Ontario etc. considering the BC players are under rated, and Quebec players have no true CFC rating, there will be about 7 players near or above 1700 CFC rating, also there are at least 3 girls having WCM FIDE title, a few players have FIDE ratings. Considering a few players with low ratings recently beat 1700 or above, there will be at least 10 players are very competitive.
One thought is that would be possible that some of the girls in U12G section participate in other older group, it might be much easier to get top 3 or even 1st place? Welcome to your thoughts.

As far as I know, in WYCC the kids are allowed to play older sections. Last year the U18 girls section was won by a 12 years old.
Regarding any 12 years old girls from Quebec winning easily the U16 girls section... I don't see it! I will start saying that the top U16 girl in Canada is rated over 2200 and she was part of the Canadian Women Olympiad Chess Team.
What is important is that we have great chess talent for boys and girls in Canada.

exactly, I noticed that she recently beat Ontario boys champion(1900 player) in Canadian Chess Challenge, and performed great in New York. not sure if she could eventually win this section with 3 WCMs and so many other competitive players.

This is definitely a reasonable strategy for maximizing the chance of winning a prize/qualification spot. Though, in addition to some of the problems mentioned by other posters involved in estimating regional differences in ratings, there's also a big risk: a late entry from a high-rated player could totally kill your chances.
[edit - I only just thought of this, but what I described above has already happened: Qiyu Zhou just entered the U14 girls, and she out-rates most girls in the country by 100s of points. That would have been a nasty surprise for any prize-seeking U12 section-hoppers.]
FWIW, the CFC Handbook says this would have to be approved by the executive. The HB doesn't specify a time-frame for when players/parents would request to play "up" an age group, but if it's the "45 days" mentioned for declaring their intention to play, it would be too late to do that for this year's CYCC.

I may argue that it is not true. The whole Youth tournament regulations were replaced with 2004-3 motion; thus the 2002-3 text is obsolete, and shall be not in the Handbook at all.
The CFC handbook is only a very general link to the real world. Take this clause:
708. Entries:
All eligible players who may qualify pursuant to Clause 703 and who wish to participate in the Youth Tournament shall notify the CFC Business Office no later than 45 days before the start of the Championship of their intention to participate, enclosing their entry fee of $225.00. The CFC Board of Directors may delegate this function to the tournament organizers. Entries which cannot be accepted because the number exceeds the number of players allowed shall be advised thereof and their entry fee returned to them. Players qualifying pursuant to Clause 703(b) shall send in their entries as soon as is practical after the Provincial Champion is known but in any case no later than three weeks prior to the start of the Youth Tournament. In exceptional circumstances, the CFC Board of Directors can vary the time limits in this Clause.

You should look historically how it evolved. A very old rules were amended by time to time. Some got in the handbook some not (most likely 'Motion Bunning/Taylor in 2002-3 GL1 From AGM' was missed.) In 2004 the whole youth section was moved and approved. The text has no mentioning of Bunning/Taylor. The version got online (probably). Three-four years ago the online Handbook was revised and probably then the Bunning/Taylor got back. Though I think illegally :)

I would suggest you try and contact Patrick McDonald.
There have been several people in the past few years trying to update the handbook, with motions that have been passed. It's a big job.
