General Guidelines
---- Nous avons besoin d'un traduction français!
Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party
* Piracy, hacking, viruses, worms, or warez
* Spam
* Any illegal content
* unapproved Commercial banner advertisements or revenue-generating links
* Any link to or any images from a site containing any material outlined in these restrictions
* Any material deemed offensive or inappropriate by the Board staff
12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Posts and threads with unacceptable content can be closed or deleted altogether. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.
Advice for free
14. You should exercise the same caution with Private Messages as you would with any public posting.
Thank you, Gary, I'm trying to get a feel what's required to improve the present situation. Or everybody's happy with the present state of affairs and there is no desire to make things better.

Looks like we'll be discussing a different presidential campaign soon.
Do you mean the CFC? I can't imagine there will be a serious alternative.
Changing presidents every year, and those who don't complete terms for whatever reason, doesn't give the organization the appearance of stability which helps to instill confidence and retain a membership. In my opinion, of course. An ED who lasts more than a year or two would also help.
The FIDE election won't likely be decided by 1 vote.

I am running again as I mentioned previously. People from other federations are incredulous when I tell them that we have an election every year. I don't think I could have committed to a four year term as they have in many countries with the way my health was going when I was first approached to run. Things seem to have turned around healthwise but it was really questionable whether I would be able to handle it. I certainly wouldn't want to commit to more than one year at this point though I might consider a third. Hopefully other candidates will emerge by the end of my tenure.
The membership numbers are a cause for serious concern. There is no way to sugar coat that.
Sasha, your statement that the Governors had these powers all these years is debatable. Vlad's stance is that this is the roll of the Executive. At issue is what constitutes day-to-day activities, as opposed to policies. There are all sorts of examples I could point to, as can Bob Armstrong, where the Executive and Governors differ on such matters. And the Governors elect the Executive, so it isn't as if they are not us.
We as Governors have one tool to resolve matters like these, namely to table motions to clarify duties. Motion passes or fails, and matter is resolved.
If the Executive has to put every decision it makes to the Governors for approval, then nothing gets accomplished. If the Executive completely ignores the Governors, then you have annual dictatorships. The middle ground accomplishes the best for all, but this ground continually shifts.
the status of chess in the World is comparable probably to... darts. ... or this is all the chess actually deserves?
Probably. Bottom line, it's a board game. One with many positive qualities, but ultimately a board game. There is nothing that gives it exhalted status.
I like darts. In my teens I was part of a dart league, I played with my family, and I watched it on TV. There was a skill involved that you needed to train. Not very different than chess. Just different muscles being exercised.

Fair enough, I'm trying to make a sense of a situation, where there is a President imposing his will on the CFC's Membership concerning FIDE's election: the result of his own poll suggests the overwhelming support for one of the candidates. So while looking at different options of dealing with this cituation, I've realized that the issue is perhaps much bigger then just CFC's vote.

Yes, it's a board game happened to be a part of human history, culture, being tought at schools in many countries, and so on. And btw I like darts too! )))
I've had dreams that one day I'll have enough time to dedicate all my time to chess, including its organization, politics and so on. This is one of the reasons I've accepted a position in the incoming Board of Governors. And only after becoming a Governor I would figure out what needs to be done. However after looking at the FIDE's vote issue, I'm realizing that the actions would have to be taken much sooner. Right now I'm evaluating different options to persue.

Whatever you'll decide, remember that Motions must be tabled (that excludes running for any officer or Exec positions). Everything else is just puff and huff, as this poll and thread show.

Thank you, I'm not going to rush into anything that is not well thought out. Everything I'll do will be to the benefits of Canadian Chess!
Yes I do. Only incoming Assembly of Governors could delerate its Power to anybody, so if the present Assembly has not delegated its Power (in writing, of course) to you or the directors your and/or directors' vote could be outright illegal. Agree?
Yes, Sasha, you're right.
Last time the incoming Assembly of Governors discussed FIDE President election at 2010 CFC AGM and delegated this issue to the Executive - please see 2010 CFC AGM Minutes in the GL#1: http://chess.ca/sites/default/files/10-11gl1.pdf

A. FIDE Presidential election
There was a discussion on how Canada should vote: Kirsan Iljumzinov (incumbent), Anatoly
Karpov, or abstain. A straw vote indicated an equal split amongst the three choices. FIDE
Representative Hal Bond stated that he wanted to be directed on Canada's vote. He preferred that
this direction be given by the Executive.
Tabled to the Executive to direct Hal Bond on how Canada will vote in the 2010 FIDE President
election.

Thank you, Michael, for valuable information. Is there any reason that it could be done differently in 2014 beside the wishes of the President?
While I believe Kasparov is not an amazing choice for the job of FIDE president, I don't see him doing a worse job than Kirsan and by the polls numbers it would seem the majority of people who decided to vote would also prefer to see Kasparov in place.
The current FIDE administration's incompetence is well known, and even the Olympiad might be in trouble now (source: http://www.chess.com/news/troms-olym...n-trouble-3259 ). Adding the World Cup as a requirement to the bidding process when Norway's chess federation had already discussed funding with the government beforehand has led to 2 million extra euros being required and the government is not allowing this increase in funding. Forcing a country to host another massive tournament when likely money would be strained from simply the Olympiad seems like a very poor decision by FIDE, but it is nothing unexpected.
