Some Basics
1. Under Board "Frequently Asked Questions" (FAQs) there are 3 sections dealing with General Forum Usage, User Profile Features, and Reading and Posting Messages. These deal with everything from Avatars to Your Notifications. Most general technical questions are covered there. Here is a link to the FAQs. https://forum.chesstalk.com/help
2. Consider using the SEARCH button if you are looking for information. You may find your question has already been answered in a previous thread.
3. If you've looked for an answer to a question, and not found one, then you should consider asking your question in a new thread. For example, there have already been questions and discussion regarding: how to do chess diagrams (FENs); crosstables that line up properly; and the numerous little “glitches” that every new site will have.
4. Read pinned or sticky threads, like this one, if they look important. This applies especially to newcomers.
5. Read the thread you're posting in before you post. There are a variety of ways to look at a thread. These are covered under “Display Modes”.
6. Thread titles: please provide some details in your thread title. This is useful for a number of reasons. It helps ChessTalk members to quickly skim the threads. It prevents duplication of threads. And so on.
7. Unnecessary thread proliferation (e.g., deliberately creating a new thread that duplicates existing discussion) is discouraged. Look to see if a thread on your topic may have already been started and, if so, consider adding your contribution to the pre-existing thread. However, starting new threads to explore side-issues that are not relevant to the original subject is strongly encouraged. A single thread on the Canadian Open, with hundreds of posts on multiple sub-topics, is no better than a dozen threads on the Open covering only a few topics. Use your good judgment when starting a new thread.
8. If and/or when sub-forums are created, please make sure to create threads in the proper place.
Debate
9. Give an opinion and back it up with a reason. Throwaway comments such as "Game X pwnz because my friend and I think so!" could be considered pointless at best, and inflammatory at worst.
10. Try to give your own opinions, not simply those copied and pasted from reviews or opinions of your friends.
Unacceptable behavior and warnings
11. In registering here at ChessTalk please note that the same or similar rules apply here as applied at the previous Boardhost message board. In particular, the following content is not permitted to appear in any messages:
* Racism
* Hatred
* Harassment
* Adult content
* Obscene material
* Nudity or pornography
* Material that infringes intellectual property or other proprietary rights of any party
* Material the posting of which is tortious or violates a contractual or fiduciary obligation you or we owe to another party

12. Users are welcome to challenge other points of view and opinions, but should do so respectfully. Personal attacks on others will not be tolerated. Furthermore, a range of sanctions are possible - from a simple warning to a temporary or even a permanent banning from ChessTalk.
Helping to Moderate
13. 'Report' links (an exclamation mark inside a triangle) can be found in many places throughout the board. These links allow users to alert the board staff to anything which is offensive, objectionable or illegal. Please consider using this feature if the need arises.

14. You should exercise the same caution with Private Messages as you would with any public posting.

Open Letter From The Ukraniain Chess Federation To The Canadian Chess Federation
I would think this would be a matter for Hal & Vlad to address. Right now I think it's safe to say our biggest concerns are regarding the Olympiad and making sure we get everyone registered for the WYCC.
We are preoccupied with playing in the Canadian Open another massive success story for the FQE organizers in addition to the great turnout and smooth running tournament for CYCC. We are also scrambling with the arrangements for both the Olympiad and WYCC. We will get to the response to the letter when we have some time. We will not be voting for Gary Kasparov at Tromso or wherever the FIDE general meeting takes place.
When I have some time for nonsense I may start responding again to the people on Chesstalk who are largely negative. Right now I am too busy enjoying some success stories. The average CFC member doesn't seem too concerned with the FIDE election and where they are concerned they have expressed support for the process that we followed.

There's a better chance of the UN breaking up than there is of FIDE breaking up the way I see it.

The new organization will be called UN-FIDE. :D
And right off the bat, the U.S. owes millions of dollars is dues! :D

It is a very difficult decision as the road of integrity is often the hardest one to take. i hope that Norway does the right thing but it may be too impractical.
Depending on the outcome of this could very well dictate new alliances with chess organizations outside of the Putin controlled FIDE supporters.

As a result Russia's missed deadline to register their Women's team - their Man's team was registered on time.

I'm slightly more hopeful because a) it's not hard to find alternative views to the MSM or the government bullhorn, with access through many sites on the www and media such as Al-Jazeera, RT, and so on; b) the exposure of the nefarious and sinister activities of governments, even our own government, makes more people wary of bogus claims, false flag operations, and police state actions. For the latter we have heroes such as Julian Assange, Edward Snowden, Chelsea Manning, and many others to thank.

2. Illegal decision of the Presidential Board on transfer of Ms. Lagno to the Russian Chess Federation On 8 July 2014, FIDE Presidential Board approved the transfer of Ms. Lagno to the Russian Chess Federation. The Presidential Board violated mandatory provisions of FIDE rules on procedure for making decision and failed to maintain due process and an appropriate level of transparency.
The decision of FIDE Presidential Board on approval of transfer of Ms. Lagno was made by means of e-mail communication which is contrary to paragraph 7.4 of the Chapter 07 of the FIDE Statutes. According to the mention provision the Presidential Board should meet at least once every three months. In addition the FIDE President may at any time convene the Presidential Board for consultation in person or teleconference. Further, despite all our attempts we were not provided with the possibility to comment on documents which we have not seen until submission of the case to the Presidential Board. We were also deprived of the possibility to cure the misleading translation of the documents which were submitted on behalf of Ms. Lagno to the Presidential Board. Further, the decision of the FIDE Presidential Board was made in violation of paragraph 1.1 of Transfer Rules Kateryna Lagno is not a resident under the legislation of Russian Federation. Ms. Lagno failed to comply with requirements of Ukrainian legislation on change of residency. The Russian Chess Federation and Ms. Lagno did not provide supporting documentary evidence of Ms. Lagno purported new residence.
The decision of the Presidential Board apart from being illegal undermines fairness of FIDE procedures. Such decision is biased as it is based on assumption of residency of Ms. Lagno. Such assumption is wrong and is in dispute among other issues as well. No evidences on residency of Ms. Lagno in the Russian Federation as per applicable laws have ever been provided by Ms. Lagno.
